Item Ações desenvolvidas pela Prefeitura Municipal de Caruaru para a economia criativa(2022-06-01) Silva, Alana Maria Ribeiro; Machado, Luiz Claudio Ribeiro; http://lattes.cnpq.br/6359712741593257; http://lattes.cnpq.br/6011686403488621O presente artigo discute sobre as ações empreendidas pela Prefeitura Municipal de Caruaru para impulsionar a economia criativa e movimentar os segmentos culturais da cidade. O município apresenta vocação em termos artísticos e culturais uma vez que apresenta elementos importantes em termos de representatividade e diversidade cultural que podem ser melhor explorados pela gestão. Além disso, o município também possui o perfil empreendedor em razão da força do comércio presente na Feira de Caruaru. Partindo disso, levanta-se a seguinte problemática: As estratégias e investimentos da prefeitura estão trazendo resultados tangíveis para economia criativa e para o setor cultural da cidade de Caruaru? Com base na revisão de algumas pesquisas que analisaram as nuances da economia criativa de Caruaru e da pesquisa realizada por meio de formulários foi possível obter dados sobre as impressões e avaliações dos profissionais inseridos no ramo criativo. De acordo com o levantamento constatou-se que em geral tais artistas e profissionais reconhecem de forma positiva as ações feitas pela Prefeitura, mas avaliam a necessidade de haver maior interesse público voltado para o setor cultural.Item Uma análise da Política Pública de Agricultura Familiar no município de Alagoinha-PE(2022-09-12) Santos, Adelso Antonio Monteiro dos; Santos, Liliane Aparecida da Silva; http://lattes.cnpq.br/5033234063718432; http://lattes.cnpq.br/5500296248109951The objective of this study was to investigate how the public policy of family farming is developed in the municipality of Alagoinha-PE. Considering the importance of family farming for rural development, we sought to analyze how the municipal administration's incentive is implemented with regard to the family farming public policy from the perspective of the secretary of family farming and cooperativism, as well as from the perspective of the beneficiaries of the fair. In this context, the research addresses theoretical concepts about public policy, family farming, national policy for strengthening family farming, National Program for Strengthening Family Farming and family farming public policy in Alagoinha-PE. The methodology used is characterized as an exploratory research whose data collection occurred through the application of forms with closed and open questions with the marketers as well as an interview with the secretary of family agriculture and cooperativism of the municipality. As a result, regarding the commercialization of the production at the Family Farming Fair, this, although minimally, favors the generation of a supplementary income for the families. The results obtained point to rural development, strengthening of family farming and promotion of food and nutritional security in the municipality of Alagoinha. However, the difficulty of diversification of fruit and vegetable products was identified, due to local climatic conditions. For this reason, it becomes relevant the applicability of public policies by the municipal, state and federal spheres aimed at technical assistance and cooperativism in family farming.Item Uma Análise do Programa Bolsa Família versus o Programa Auxílio Brasil no município de Serra Talhada - PE(2022-09-12) Ferreira, Karina da Costa; Santos, Liliane Aparecida da Silva; http://lattes.cnpq.br/5033234063718432; http://lattes.cnpq.br/8327165293336059This research aims to analyze the characteristics of the Bolsa Família Program and the Brazil Grant Program in the city of Serra Talhada - PE, based on a comparison of the differences between the Bolsa Família Program and the Brazil Grant Program, investigating the number of beneficiaries of these programs and also conducting an analysis of the correlation between the GDP of Serra Talhada and the Bolsa Família Program transfers. The theoretical framework included discussions about public policies, universal basic income, cash transfer programs in other countries and in Brazil. The study also contemplated the beginning of the Bolsa Família Program, about the Emergency Aid that was created during the covid-19 pandemic and finally the new Auxílio Brasil program. The methodological procedures adopted consisted of bibliographic and documentary research with data from the Ministry of Citizenship. The data obtained indicates that Auxílio Brasil has increased the income of the program's beneficiaries, but that even so there are still people in poverty and extreme poverty, since every day the necessary goods become more and more expensive. Based on the results and discussions presented, it is considered that public policies are necessary because they serve to guarantee that families have at least the minimum for their survival.Item Transparência na administração pública: uma análise dos portais eletrônicos das instituições públicas de ensino superior da Paraíba(2022-09-12) Braz, José Luis Rozendo; Jeremias Junior, Jair; http://lattes.cnpq.br/7159566689096665; http://lattes.cnpq.br/2410736249379627This study sought to identify the degree of transparency of the information disclosed on the electronic portals of the Public Institutions of Higher Education in Paraíba. As specific objectives: Characterize the Public Institutions of Higher Education of Paraíba; identify what information made available by the electronic portals of the Public Institutions of Higher Education of Paraíba fit into the components of IndexDUF; compare the transparency between the electronic portals of the Public Institutions of Higher Education of Paraíba. The theoretical framework included discussions about public transparency and transparency in Public Institutions of Higher Education, based on authors such as, Platt Neto et al., (2007), Cruz et al., (2012), among others. It is a research of quantitative nature, of descriptive type. For this, it was used the IndexDUF, proposed by Pessôa (2013), to identify the transparency of the electronic portals of four public institutions of higher education in Paraíba, namely, UFCG, UFPB, UEPB and IFPB. As for the results, it was found that the average percentage of overall disclosure of the electronic portals of the public HEIs of Paraíba was 77.65%. The individual results of the institutions pointed out a difference between the indexes, in which IFPB showed the lowest percentage of transparency, with an average value of general disclosure of 72.56%, followed by UEPB (75.46%), UFCG (80.76%), and UFPB, with 80.86%. The theoretical framework included discussions about social participation in public management and in the state public units of the Unified Social Assistance System (SUAS): CRAS and CREAS. The methodological procedures adopted consisted of bibliographic research, with an exploratory, qualitative approach and interviews with the coordinators of the CRAS and CREAS social welfare units in Pesqueira-PE. The data obtained indicate that social participation can influence the acts of a management, expanding its possibilities of access to public services, contributing to an effective implementation of programs, services, projects and social benefits. Based on the results and discussions, the understanding of social participation is considered to be a process of living and building, intrinsically inserted in everyday life, and a tool for the population to achieve efficiency and quality in public management. In this way, CREAS and CRAS act as the presence of the State in public spaces with the participation of civil society, facilitating citizens' access to the social welfare public policy, aiming at the constant stimulation of the users' protagonism, of their potentialities, with a focus on the empowerment of their rights.Item Um estudo sobre o uso das tecnologias da informação e comunicação no ensino infantil durante a pandemia de Covid-19 no município de Solidão-PE(2022-09-13) Lima, Márcia Galdino de; Santos, Liliane Aparecida da Silva; http://lattes.cnpq.br/5033234063718432; http://lattes.cnpq.br/6668670036542999The Covid-19 pandemic struck the world, negatively affecting people's lives, causing fear, disease, death, and various problems in society. As a protective measure, social withdrawal was adopted to combat the spread of this disease. Due to these restrictions, the educational system has sought alternatives to not only protect professionals and students, but also to maintain school ties and promote education, even if remotely. This research aimed to find out how Information and Communication Technologies (ICTs) contributed to the teaching process in a public infant school in the city of Solidão-PE. It sought to identify the technological means used by the teachers in their classes, to verify the main difficulties encountered, as well as the training for the use of technology in the classes. The theoretical framework included discussions about remote teaching during the Covid-19 pandemic, the use of ICTs in education, and early childhood education, among others. The methodological procedures adopted consisted of a survey with the teachers of the school, using as a means of data collection a questionnaire, prepared in google forms with open and closed questions. The data obtained indicate that the main difficulty for remote teaching is the difficult access to the internet and to technological equipment by the students. However, despite the difficulties, 75% of the teachers stated that they obtained positive feedback in their classes. Based on the results and discussions presented, education mediated by ICTs is a reality, which brings a great contribution to teaching, since it speeds up the communication process, but the need for inclusion of technological means is urgent, especially for the poorer classes. Thus, digital inclusion must be encouraged for everyone, and teachers must be valued through continuing education with emphasis on digital media and technology and receiving a stipend for the purchase of technological equipment and Internet access.Item Gastos com pessoal e endividamento: um estudo sobre o cumprimento da Lei de Responsabilidade Fiscal no município de Carpina-PE(2022-09-15) Leão, Valdenice Maria Rodrigues de Lima Oliveira; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/0144136151362858The objective of the present work was to investigate how the Pernambuco municipality of Carpina has complied with the provisions of the Fiscal Responsibility Law on personnel expenses and indebtedness. Thus, a documentary research was carried out, with secondary data collection on the Carpina-PE Transparency Portal for the periods from 2015 to 2018, where the Budget Execution Summarized Reports and the Fiscal Management Reports were downloaded. Data analysis was based on documentary analysis, where the judged accounts of the mayors for the period from 2015 to 2018 were analyzed regarding their approval, rejection, or approval with reservation, based on the opinions available on the Court of Justice's online page. Pernambuco State Accounts. The survey results indicate that, after 22 years of sanction, the LRF is a fundamental instrument for quality public management, as the budgetary commitment and the fulfillment of goals took place from its creation and sanction. It is still noticeable that much remains to be done with regard to the expected results. However, it is clear that there have been advances, as managers are cautious in at least complying with minimum requirements. It was concluded with this research that even with the established limits, the municipality of Carpina, exceeded the values, receiving an alert from the Court of Auditors of Pernambuco, about the expense with personnel, not complying with the provisions of the LRF, however, it complied with the established limit regarding of indebtedness.Item O emprego formal e a administração pública municipal: o caso de Paudalho-PE(2022-09-15) Oliveira, José Augusto de; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218The study on formal employment and municipal public education can bring new (re)drawings of public policies for the formalization of employment, generate income, social welfare and meet the demands of society. The general objective of this research was to investigate how formal jobs were created in the municipality of Paudalho-PE between 2010 and 2019.. The methodological procedures were based on the quali-quantitative approach, the secondary data were obtained in the Pernambuco State Database and documentary analysis was performed. The results indicate that the panorama of job creation presents positive and higher horizons for the sectors of activities such as "Trade", Civil Construction" and "Services". In 2016, it was the year in which the municipality of Paudalhense contributed with the highest rate of generation of formal jobs in relation to the state of Pernambuco. With regard to the generation of formal jobs in the public administration paudalhense, there was a retraction in the staff of public servants during the years of the series under study. About the sector of activity that generated the most formal jobs was the "Construction". It was concluded that the public administration paudalhense is the smallest generator of formal jobs in the municipality, while the "Construction" sector is the largest generator of formal jobs in Paudalho-PE between the years 2010 to 2019.Item Controle social em tempos de pandemia da COVID-19 no município de Arcoverde-PE(2022-09-15) Britto, Edilton Avelino de Lima; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/0471314857150714Social control can be understood as a form of social participation in the supervision of the actions of political and social actors, in the use and use of public resources. The objective of this research was to investigate how budget actions were carried out in the municipality of Arcoverde-PE, during the covid-19 pandemic period, referring to 2021. The methodological procedures were based on the quali-quantitative approach of research, the data were of secondary order and obtained from the Transparency Portal of the Federal Government, and the data analysis was based on content analysis and frequency distribution analysis. The results revealed that arcoverdense budget actions in 2021 occurred as follows: the highest frequency of financial transactions was related to three budget actions linked to the program "Direct Money at School for Basic Education"; the main movements of financial transfers were "legal, voluntary and specific" transfers; the most favored with municipal transfers were public funds; and the highest amount transferred to the municipality had no identification of the expenditure element. It was concluded with the research that the budgetary actions carried out in the municipality of Arcoverde-PE in 2021 and arranged in the Transparency Portal of the Federal Government were aimed at meeting the needs of arcoverdense society, because they are related to municipal management programs, even to cope with the public health emergency of international importance resulting from Coronavirus; and it was perceived the existence of budgetary actions without elements of expenditure.Item A política nacional de promoção da saúde e a gestão municipal: uma investigação no município de Limoeiro-PE(2022-09-16) Amorim, Elna Maria Correia Coutinho; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/6981301284801856The National Health Promotion Policy was developed with the purpose of promoting Brazilian public health. The objective of this research was to investigate how the municipal management of the City of Limoeiro-PE led the National Health Promotion Policy between 2012 and 2017. The methodological procedures had a qualitative focus, the data were obtained in the Pernambuco State Database and data analysis was based on content analysis. The results reveal that during the researched series there was only variation in the number of health centers. The number of hospital admissions in Limoeiro-PE only increased in the specialty "Surgical Clinic". The teams of active health professionals remained unchanged from the beginning until the end of the historical series. With regard to the categories of health professionals related to limoeirense health care, there was a reduction in the staff of "General Practitioner", "General Surgeon" and "Family Doctor", and an increase in the framework of "Social Worker", "Nurse", "Obstetrician", "Pediatrician" and "Psychologist". It was concluded with the research that the National Health Promotion Policy was developed in Limoeiro-PE in the period from 2012 to 2017, with a reduction in the number of health service care units; decrease in the number of hospital admissions; invariability in the number of teams related to family health and teams from the health support center. Although there was an increase in the number of health professionals, there was a decrease in the main categories that deal primarily in the health care of the Limoeirense population.Item Análise do planejamento nas contratações públicas do município de Lagoa dos Gatos-PE(2022-09-19) Assunção, Iêda Maria da Silva; Gonçalves, Jackson Eduardo; http://lattes.cnpq.br/3220345320993636; http://lattes.cnpq.br/1328843974382587Planning is a fundamental part of public procurements. From it relies all the steps necessary to acquire goods or services to management, in the various spheres of power. When planning is neglected, all the process of acquisitions is compromised, subject to delays, annullments, revocations or even with the risk of the acquisition being unable to solve the necessity or problem inicially detected. Exploring the theory of planning of bids as public procurements of goods and services, as well as its stages, the angular contribution of it became evident in the quality and eficiency of actions by the municipal management. The methodology in this study analyzed the documents of public procurements of the Municipality of Lagoa dos Gatos as a way to identify possible failures of planning and its impact on the expected progress of the procedures. The mistakes identified have generated anullments, revocations, failures, leading to spend time above the ideal to supply the necessity that originated it. In this way, this study contributes to the Municipal Management of Lagoa dos Gatos, as well as other cities of small capacity, when the impact of such failures to the admnistration objectives are perceived, leading to develop actions toward the improvement of the processes, specialy about planning. It also contributes to researchs that aim to the improvement of public contracts.Item Regulação dos serviços de esgotamento sanitário: um estudo da atuação da Agência de Regulação de Pernambuco (Arpe)(2022-09-19) Mattoso, Gutemberg Guedes; Santos, Liliane Aparecida da Silva; http://lattes.cnpq.br/5033234063718432; http://lattes.cnpq.br/6792149702318474It is the right of all Brazilian citizens to have access to basic sanitation services, as determined by the Brazilian Federal Constitution. Despite this, the sanitary sewage sector is still very deficient. In the state of Pernambuco only 30.8% of the population is served by a sewage system. With the legal framework of basic sanitation, established by Law 11.445/2007, the sector's regulatory agencies now play an important role in the search for the universalization of these services. This study aimed to analyze the performance of the Pernambuco Regulatory Agency (Arpe) in the regulation of sanitary sewage services provided by Pernambuco Sanitation Company (Compesa). To this end, it was sought to identify and describe the procedures adopted by Arpe for the technical-operational regulation of the sector and also to analyze the rates of service to its users in solving problems related to sanitary sewage services. The theoretical referential brings discussions about legislations and positioning of several authors about the theme in question. The information about the procedures adopted by Arpe was obtained directly from the agency, with the application of a questionnaire; the qualitative method was used for data collection and analysis. The research revealed that the regulatory activities carried out by Arpe are based on norms. The inspection of the sanitary sewage services provided by Compesa occurs every 2 (two) years and verifies in loco the infrastructure, the operation, the maintenance and the functionality of the systems, the quality, the safety, the adequacy to the technical standards and the compliance to the pertinent legislation. The indices of attendance to service users' complaints and the inspection reports recording the irregularities and the deadlines stipulated for Compesa to solve the problems identified are not made available to the population. Despite the difficulties encountered, as a result of the COVID-19 pandemic, this research contributed to list the activities currently developed by Arpe in the area of sanitary sewage. These actions seek to contribute to guaranteeing the quality and satisfaction of the users of these services.Item Dificuldades e anseios: um olhar para a população LGBTQIA+ no município de Afogados da Ingazeira(2022-09-19) Alves, Decivânia da Silva; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/7581893042795336This research aims to identify the difficulties and demands of the LGBTQIA+ population over 18 years old in the municipality of Afogados da Ingazeira in the year 2022, based on an analysis of the social and economic reality of these people, with active listening and production of statistical data obtained. Through the application of a semi-open form. We sought to identify existing public policies and actions aimed at this population at the municipal level and, based on the data obtained, specific public policies in the area of health and against LGBTphobia were suggested. The theoretical framework included discussions about the LGBTQIA+ Movement in Brazil, addressing its history and evolution, as well as the main rights achieved at federal and state levels. Concepts related to gender identity, sexual orientation and the meaning of the letters that make up the acronym were also presented, followed by an approach on the use of indicators by municipal management, as well as the relevance and difficulties regarding the implementation of public policies aimed at the LGBTQIA+ population municipal level. The methodological procedures adopted consisted in the application of an online questionnaire, semi-open in Snowball format, with ten closed questions and four open questions, which reached 29 people from the LGBTQIA+ community in the municipality of Afogados da Ingazeira. An interview was also carried out with the assistant secretary of social assistance and complementary information was sought with a representative of the Municipal Secretary of Education and another of the Municipal Secretary of Health. The data obtained indicate that the target audience of this research is not aware of several rights already acquired, also having demands that needs to be carried out, and the municipal management is moving towards developing the first public policies aimed at LGBTQIA+ people from Afogados da Ingazeira. Based on the discussions presented, it is considered that this research contributed not only to generate data on the LGBTQIA+ population of Afogados da Ingazeira, but to give them visibility and list their main demands, being able to serve as a subsidy for the elaboration of public policies directed to this population, which lives in a constant struggle for the end of discrimination, equality, respect and a better quality of life.Item Gestão de Patrimônio: sua importância como fator de eficiência para a Gestão Pública Municipal do Recife(2022-09-20) Silva, Valmir Pereira da; Gonçalves, Jackson Eduardo; http://lattes.cnpq.br/3220345320993636; http://lattes.cnpq.br/8277321273000921This research aims to elucidate the importance of asset management for the municipal public administration of Recife. To this end, research was conducted regarding the concept and importance of municipal public administration, in which it was sought to relate the types of control applied, as well as through an analysis of asset management as an efficiency factor. In this way, important points were researched: how to manage assets and their preservation, a greater asset control and its efficiency for public management. The literature review included discussions about the efficiency factor of the control of fixed assets in public management; approached the types of controls so that there is a satisfactory result through inventory and its result. It was contemplated analysis of asset management as public efficiency demonstrating strategically and bringing satisfactory results for public administration. "The methodological procedures adopted consisted of a descriptive and bibliographic research, through books, scientific articles. The results of the research indicate that, the use of asset management in the municipal public management of Recife, brings satisfactory results and, the correct use and conservation of fixed assets; additionally, it pointed out the use of the inventory tool, which is fundamental to bring results in the control of assets and in the efficiency of public administration, resulting in lower public spending. Based on the analyses and discussions presented, asset management was considered important as a better administration of public assets; a greater control of the inventory and finally, as public efficiency, to administer, monitor and control the municipal public assets in an efficient and effective way.Item Projeto operação acolhida: um estudo sobre a integração de refugiados venezuelanos na cidade de Recife-PE(2022-09-20) Ribeiro, Helana Bartira Bernardino; Pinto, Lucas Alencar; http://lattes.cnpq.br/0226788457940075; http://lattes.cnpq.br/3905082910379695En los últimos años miles de venezolanos salieron de su nación buscando escapar de la crisis social y económica que empezaba a asolar el país, con esto, muchos ingresaron a Brasil, especialmente por la frontera terrestre en el estado de Roraima, lo que terminó por colapsar los servicios públicos que no estaban preparados para tal demanda. En este lugar tampoco había oportunidades laborales para los migrantes que, sin recursos económicos, permanecían allí, pero sin perspectivas de mejora. En ese sentido, el gobierno federal creó e implementó la “operação acolhida”, proyecto de tamizaje, acogida e interiorización de migrantes, siendo la tercera directriz la encargada de llevarlos a diferentes ciudades de Brasil, para descargar el sistema público de Roraima y hacerlos posibilidad de residir y/o insertarse en mercados laborales de otras localidades. Una de las ciudades que, de manera voluntaria, hace parte de esta interiorización es Recife que, desde 2018 recibe venezolanos para integrarlos a la sociedad local. Por lo anterior, esta investigación tiene como objetivo abordar la situación del proyecto “operação acolhida” en la ciudad de Recife-PE, señalando las políticas públicas relacionadas con la interiorización de los refugiados venezolanos y, para eso, busca: identificar los conceptos que involucran a las personas migrantes internacionales, así como a los diferentes institutos que lo integran, contextualicen el flujo migratorio venezolano con la crisis socioeconómica que vive este Estado; identificar las políticas públicas implementadas por el gobierno brasileño para proteger a los refugiados venezolanos que ingresan a Brasil; y verificar y debatir sobre la “operação acolhida” y sus consecuencias en la ciudad de Recife-PE, analizando las políticas públicas implementadas por la administración pública y órganos de la sociedad civil para la recepción de migrantes. El marco teórico incluyó discusiones sobre los institutos migratorios de Derecho Internacional Público, la historia política y económica de Venezuela, la -tardía y controvertida- creación de la “operação acolhida” por parte del gobierno federal, además del planteamiento del proyecto en Recife. El estudio tiene carácter bibliográfico, ya que su revisión bibliográfica está compuesta básicamente por estudiosos clásicos del Derecho Internacional Público, además de contar con datos proporcionados por ACNUR, Ministerio de la Ciudadanía, Ayuntamiento de Recife y Cáritas Diocesana. Con base en los datos y discusiones presentados, se considera que la administración pública no creó políticas públicas específicas para la acogida efectiva de estas personas en Recife, no garantizándoles el acceso a los derechos fundamentales que, en ocasiones, sólo son accedidos por las instituciones de obras como Cáritas y la Universidad Católica de Pernambuco, instancias fundamentales en la promoción de la dignificación de los refugiados venezolanos.Item Participação social no poder local: uma avaliação da institucionalização em capitais brasileiras(2022-09-20) Pessôa, Antonio Silvio de Barros; Gonçalves, Jackson Eduardo; http://lattes.cnpq.br/3220345320993636; http://lattes.cnpq.br/3440344327219468This work aims to analyze the possibilities of social participation within the scope of local power, according to national legislation, and the level of institutionalization of this participation in seven capitals of Brazil, from the survey of social participation indicators. The theoretical framework included the discussion of important concepts for this work, such as: democracy; participation; participatory democracy and effectiveness of social participation. The methodological procedures adopted basically consisted of bibliographic and documentary research on national legislation that deals with social participation in local power and a survey and analysis of indicators on social participation in municipalities, using the IBGE's Basic Municipal Information Research. The research did not assess aspects related to the effectiveness of existing participation instances, it only sought to identify them in the capitals surveyed. In the results, it was possible to verify that only two of the seven capitals have a Participatory Budget in operation, and that only one of the seven capitals held a housing conference, in a period of four years of management, despite the importance that these public policies have. Based on the results and discussions presented, it is possible to conclude that there are possibilities and it is desirable to expand the institutionalization of social participation in the researched capitals.Item Do Bolsa Família ao Auxílio Brasil: impactos da transformação dos programas de transferência de renda nos municípios do Sertão do Pajéu(2022-09-20) Carvalho, Karine Imaculada Nunes de; Pinto, Lucas Alencar; http://lattes.cnpq.br/0226788457940075; http://lattes.cnpq.br/2764746535986482Income transfer programs have played an important role in combating poverty and income inequality in Brazil over the years. This academic work aims to compare the impacts of the change from the Bolsa Família Program to the Auxílio Brasil program in the Sertão do Pajeú micro-region, based on the analysis of the transformation process from one program to the other; the economic and social characterization of the region under analysis and the study of data from CadÚnico on the evolution of the number of beneficiary families and amounts injected into the economy of this location. The theoretical framework included discussions about the emergence of these programs, their impacts and the transformation process. The methodological procedures adopted consisted of a descriptive quantitative analysis, based on data from the Ministry of Citizenship, IBGE and Ipea on the number of families registered in CadÚnico between 2020 and 2022, of the amounts injected into the economy by Bolsa Família and Auxílio Brasil, as well as data on the labor market and local population estimates. The document analysis technique was also used, where the law that established the Auxílio Brasil was worked on. The data obtained indicate that there was an increase in the number of families registered in CadÚnico between 2020 and 2022, as well as an increase in the amount, in reais, injected into the economy of Sertão do Pajeú since the change from Bolsa Família to Auxílio Brasil. Based on the results and discussions presented, there was an increase in the number of families registered in CadÚnico, therefore, consequently, an increase in the number of extremely poor and low-income families in Sertão do Pajeú. This research aims to identify Public Policies and Organizations aimed at raising society's awareness of the importance of respecting all forms of life, as well as measures that enable these beings to have a dignified life in Pernambuco's municipalities in the hinterland of Pajeú. In addition, the objective of this work is to identify the current regulations related to the protection of non-human animals, analyzing their rights from their understanding as bearers of rights, pointing out in the national order the regulations that address their situation. The theoretical framework included discussions about theories that defend animals as beings that deserve respect and recognition of their dignity, as fundamental beings for life, were central themes in the discussion about Sentience and breaking with anthropocentrism. The methodological procedures adopted consisted of a qualitative, exploratory study, using the bibliographic review technique and a documental study, conducting interviews with the main animal defender organizations in the municipalities that make up the backlands of Pajeú, in Pernambuco. The data obtained indicate that there is still a strong view of human superiority, which makes recognition and actions in favor of animals difficult. Thus, it can be seen as possible points of improvement of the system itself, of the unit and its usefulness as support in the decision-making of municipal public managers in each city. To contemplate discussions about the health care of the individual and the population and the importance of the use of technologies. An interview was conducted with the nurse (a) of the Basic Health Unit who answered a questionnaire, where they identify that all units make use of a management system. This provides agility and improvement in the performance of primary care that is to solve from simple to more complex problems from the individual to the collective, thus seeking to work preventively with guidance, diagnosis and appropriate treatment.
