    Participação social no poder local: uma avaliação da institucionalização em capitais brasileiras

    This work aims to analyze the possibilities of social participation within the scope of local power, according to national legislation, and the level of institutionalization of this participation in seven capitals of Brazil, from the survey of social participation indicators. The theoretical framework included the discussion of important concepts for this work, such as: democracy; participation; participatory democracy and effectiveness of social participation. The methodological procedures adopted basically consisted of bibliographic and documentary research on national legislation that deals with social participation in local power and a survey and analysis of indicators on social participation in municipalities, using the IBGE's Basic Municipal Information Research. The research did not assess aspects related to the effectiveness of existing participation instances, it only sought to identify them in the capitals surveyed. In the results, it was possible to verify that only two of the seven capitals have a Participatory Budget in operation, and that only one of the seven capitals held a housing conference, in a period of four years of management, despite the importance that these public policies have. Based on the results and discussions presented, it is possible to conclude that there are possibilities and it is desirable to expand the institutionalization of social participation in the researched capitals.

    A Participação Social dentro da Gestão Pública: Um estudo com os coordenadores dos CRAS e CREAS do município de Pesqueira-PE

    This study aims to understand how the insertion of social participation cancontribute to the construction of effective and democratic public management by analyzing the concept of social participation, describing the practices, evaluating the mechanisms and their applicability, and investigating the challenges faced from the point of view of the managers who act as coordinators in the Reference Center for Social Assistance (CRAS) and the Specialized Reference Center for Social Assistance (CREAS) in the municipality of Pesqueira-PE. The theoretical framework included discussions about social participation in public management and in the state public units of the Unified Social Assistance System (SUAS): CRAS and CREAS. The methodological procedures adopted consisted of bibliographic research, with an exploratory, qualitative approach and interviews with the coordinators of the CRAS and CREAS social welfare units in Pesqueira-PE. The data obtained indicate that social participation can influence the acts of a management, expanding its possibilities of access to public services, contributing to an effective implementation of programs, services, projects and social benefits. Based on the results and discussions, the understanding of social participation is considered to be a process of living and building, intrinsically inserted in everyday life, and a tool for the population to achieve efficiency and quality in public management. In this way, CREAS and CRAS act as the presence of the State in public spaces with the participation of civil society, facilitating citizens' access to the social welfare public policy, aiming at the constant stimulation of the users' protagonism, of their potentialities, with a focus on the empowerment of their rights.

    Participação popular e controle social como instrumentos de gestão pública: estudo de caso em municípios da 6ª REGIÃO PATOS-PB

    The present work aims to analyze the democratic budget of the State of Paraíba, as a tool to fulfill popular demands, based on the 6th region of the Municipality of Patos-PB, in the cycles of the year 2011 to 2018. Thus, in an attempt to to achieve such objectives, a documentary search on the topic was carried out, in a magazine, newspapers, articles and documents from the state of Paraíba, where it is up to us to discuss the results of this research, in order to answer some of the proposed gaps and objectives. Therefore, the characteristics that define ODE-PB according to its standards were presented, as well as its institutionalization and the applied methodology. The variables were consecutively analyzed, taking into account popular participation, the resources allocated to the State Democratic Budget, and making a comparison with the State Budget of Paraíba, which in turn has to be approved by the Budget Law. The (Financial Dimension) and variable channels and Methods for the dissemination of results must also be taken into account, showing the greatest transparency together with the OP Project - Participatory budget. In this context, the Administrative Dimension is inserted. Therefore, the state showed that the OD of Paraíba, was quite favorable in terms of citizen participation in issues of population involvement that claiming a better life, prioritizing basic actions such as health, education, public security, water supply and infrastructure. It is concluded that the state OD of Paraíba, has always been aimed at a better distribution of resources, especially in the 6th region Patos-PB, where it achieved its objective, scoring with performance and seriousness. Once all the claims pointed out at the regional hearings have been met.
