    O Território Estratégico de Suape e as condições de habitação no município do Cabo de Santo Agostinho/PE

    The objective of this work was to analyze the impact of the Strategic Territory Plan of Suape on the housing conditions of the municipality of Cabo de Santo Agostinho. When considering the influence of the Suape Industrial Port Complex and the creation of the Strategic Territory in the development of the city, in view of its historical formation of precariousness and segregation of the poorest. As a methodological path, a bibliographic review was carried out with a focus on debates on housing, development and history of the city of Cabo de Santo Agostinho, together with the survey of IBGE, CONDEPE/FIDEM, João Pinheiros Foundation, etc., on the infrastructure and conditions housing projects, with the objective of identifying the possible transformations promoted by the large investments and policies directed to the host municipality of Suape. However, what we were able to learn is that despite the great economic growth of the municipality, social ills are still widely present in its infrastructure.

    Impacto do Programa Minha Casa Minha Vida sobre o tempo de ida ao trabalho no município de Serra Talhada - PE

    The present study seeks to address the relationship between the commuting time of people benefiting from the Programa Minha Casa Minha Vida (PMCMV) in the municipality of Serra Talhada in Pernambuco, and people not benefiting from the program in the same place, in addition to trying to understand whether the benefited people take longer or not in relation to the non-beneficiaries when they arrive at work. The work was divided between control and treatment groups, being, respectively, benefited and not benefited from the program. Through a regression and through the randomization method, we were able to verify that the families that benefit from the housing program, take, on average, longer time to reach the jobs in comparison with the treatment group.

    “Do rio ao concreto”: uma análise dos desafios enfrentados no pós-ocupação das famílias do habitacional Naná Vasconcelos no bairro Linha do Tiro

    The main purpose of this paper was to comprehend the changes and challenges faced by the residents of the Naná Vasconcelos Housing Project after their occupation in the scope of the Programa de Aceleração do Crescimento (PAC). For the development of the study, it was done a quick approach about the urbanization process in Brazil showing how it is led by socioeconomic inequality and how the path of housing policies is marked by the growth of the house deficit, pushing to the outskirts, especially in big metropolitans’ centers, the low-income population. In this sense it was shown that the expansion of Recife’s urban structure caused many hazardous settlements, and that the PAC Beberibe was a strategy to solve this housing deficit. As results, the study has shown that it happened many improvements in the living conditions of the resettled people, like the decrease of the risks of sanitary problems and floods, common in their previous dwellings, as well as the lack of regular garbage collection and recreational areas. Nevertheless, this new way of life has generated dissatisfactions due to difficulties to adapt, for instance, the sharing of the communal areas, the house configuration and by the difficulties to afford the costs of this new living, like high electricity bill. And, further, the juridical insecurity related to the property documentation. The effectiveness of the actions of the State will help residents to feel like they belong and safe about their new home.

    The purpose of this research was to understand how the nature of the ownership of the real estate properties acquired through public policies for housing can affect the feeling of satisfaction and belonging of the individual to his new habitat, analyze public policies for housing over the years and identify how the Beberibe PAC project was executed in Pernambuco and how it has influenced the residents lives on the region where interventions took place. The research was done through interviews and data analysis, trying to comprehend how possession and belonging are related and how this relationship affected the adaptation of these resettled families.

    Das memórias para história: o processo de construção histórico esocial do conjunto habitacional da RPA-4 na Iputinga

    The present work is inserted in the area of housing and ergonomics. To correspond to the propositions made from a bibliographic survey, as well as on-site visits with a purpose of rescuing a history of the empirical bankruptcies of PAC beneficiaries. The problem of social knowledge of research in the development of social development and commitment of the moorings in the patriarchal women in the failure of RPA -04 at Iputinga? The overall goals of the work are: to evaluate the RPA -04 Iputinga Housing Development Social Technical Work Project, and to what extent the measure is consistent with the momentum for UN-Habitat. For the purposes that express the points of view: I -Contact Housing Leadership; II -Building a memory of the housing development studied and III -Raise the time of the work of the social technician in the set. The methodology used was: Qualitative Exploratory Research, Guided Interview and also chose to record the statements. In the results and discussion, they were not considered as working workers, with a high level of education, nor general work / commerce. A negligence and lack of transparency of public power was identified for a population that has historically been abandoned by the state.

    Dos limites da habitação à liberdade do habitar: uma análise de gênero da provisão habitacional do Programa PAC-Beberibe

    The present study aims to analyze the implementation process of the Beberibe Basin Integrated Sanitation Program (PAC-Beberibe), considering the housing provision built within this program (The Residential Complex Miguel Arraes), based on the social gender relations. Therefore, we aim to (1) understand the elements that influence the relation between women and habitat, (2) analyze the context in which occurs the dwelling realization of the dwellers in the residential complex and, finally, (3) to verify if the implemented housing policy contributes to the reduction of gender inequalities. Thereunto, the study involves the adoption of the qualitative and theoretical approach of gender to the understanding of its object. In order to achieve the proposed objectives and to guarantee greater reliability of our research, through the data triangulation and results, the instruments of participant observation, documentary and bibliographic analysis were used, as well as semi-structured interviews with six beneficiaries of the Program. These data were treated through the concepts of gender (SCOTT, 1989) and dwell (HEIDEGGER, 2008) as well as based on the monitoring indicators developed by the UN Human Rights Council Rapporteur on the Right to Adequate Housing. Our analyzes pointed out, among other results, that in the beneficiaries of the program perspective the PAC-Beberibe action strategies do nothing to reduce, in the field of territorial development, the social inequalities faced by women. The results of this research may therefore contribute to the construction of more in-depth reflections about the complexity of the relation between gender and public policies, as well as provisioning a relevant scientific contribution to the formulation of housing policies that consider the inseparability among to build, to dwell and to think, considering gender relations.

    O efeito do programa minha casa minha vida sobre o acesso aos serviços públicos: saúde, educação, segurança e áreas de lazer no município de Serra Talhada - PE

    This study aims to verify the effect of the My Home My Life Program on access to public services, using the randomization method in the municipality of Serra TalhadaPE. The data of this study are primary, obtained by means of on-site research, interviewed beneficiaries and non-beneficiaries of the program. For the estimation of the results, simple regression was used to analyze the respective effects between the treatment and control groups. It was possible to identify that the families benefited by the program suffer from a shortage in relation to the public services that should be offered to families. The analysis results for the PMCMV in Serra Talhada, point to a reality coming from the housing programs applied in the interior. That is, the housing units are located far from the central regions, resulting in this difficult access to the public services that should be offered to the dwellers of public housing.
