    A ecogovernamentalidade como chave de leitura da questão ambiental

    Este trabajo tiene como objectivo presentar la discusión de la cuestión ambiental a partir de lanoción de ecogubernamentalidad como categoría de lectura. A partir del ya consolidadoconcepto de gubernamentalidad del filósofo Michel Foucault, la ecogubernamentalidad aparece como una categoría de análisis para hablar de los crecientes desarrollos que han ido surgiendo, ampliando el análisis del poder al campo ambiental, enfatizando la gobernanza ambiental y las prácticas políticas relacionadas. para el medio ambiente. Esta noción se caracteriza por una serie de mecanismos y dispositivos que regulan y controlan las actividades humanas y sus impactos ambientales. Estos mecanismos incluyen políticas, programas, proyectos e iniciativas encaminadas a promover la sostenibilidad, la conservación y La preservación del medio ambiente. Aquí utilizamos tres aspectos de la gubernamentalidad que son de gran utilidad para examinar la discusión de los temas ambientales: el primero, desde El análisis del poder; el segundo, la biopolítica y, finalmente, la construcción de una subjetividad específica: el sujeto ecológico. Siendo un trabajo puramente teórico/bibliográfico, en El primer momento partiremos de estos tres aspectos para discutir la noción de ecogubernamentalidad. En el segundo momento, tratamos de mapear los caminos acadêmicos aquí en Brasil que utilizaron la ecogubernamentalidad como categoría de análisis. Volviendo a los objetivos propuestos en el trabajo, tenemos la reflexión de que esta noción se ha vuelto fundamental para comprender las prácticas políticas y los discursos en torno a la problemática ambiental, teniendo varios usos dentro del discurso de la sustentabilidad y la problemática ambiental, tales como un enfoque para abordar la gobernanza ambiental, como una estratégia de gestión ambiental, etc. Finalmente, concluimos que la noción de ecogubernamentalidad trae una nueva perspectiva que ha sido destacada en la investigación académica en el área de estudios ambientales, ciencias humanas y gobernanza ambiental en las últimas décadas.

    ICMS Ecológico nas políticas ambientais estaduais

    It was analyzed how the Brazilian states adopt the ICMS Ecológico, mainly in relation to the criterion of Unidades de Conservação and evaluated how this instrument is being used in Pernambuco. For this, we used documentary and bibliographic research and analysis of statistical data. Different forms of allocation, methodologies and requirements adopted by the states were found, which in most cases do not adopt qualitative criteria for Unidades de Conservação. Named ICMS Socioambiental de Pernambuco for adopting environmental and social criteria, it was found that the management category Área de Proteção Ambiental (APA) allows greater transfer of resources compared to other categories because it has larger areas and Itamaracá is the municipality that collects more in Unidades de Conservação function. Analyze the problems that affect the alocation of resources or the status odopted to obtain qualitative, as well as the influence of ICMS Socioambiental on municipal management.

    Políticas públicas de concessão e manejo florestal: um estudo de caso comparativo entre o estado do Pará (Brasil) e New Brunswick (Canadá)

    The objective of this study was to describe the concession and management public policies of Brazil and Canada, to identify similarities and differences between them that may help in identifying problems in the concession management of Brazilian public forests. Descriptions of the forest policy of the province of New Brunswick and Pará were made through bibliographic and documentary research, consulting laws, rules, regulations and official websites, in order to identify those responsible for forest management, the instruments and criteria adopted in the management of natural forests, in order to establish comparisons with the procedures in force in Brazil for public forests. New Brunswick was chosen for comparison because it is the province with the highest percentage of forest area in Canada and because the forest sector is the province's largest industry and the state of Pará was chosen because it is the Brazilian state with the largest number of concessions in Brazil. The Canadian concession system is realized through contracts between companies and the provincial government, which is responsible for managing the province's concessional public forests, but companies are chosen through agreements without fair and competitive selection. In Brazil, the concession contracts are made through bidding where there is a contractual direction, different from the Canadian contract, which allows greater private autonomy. However, the elaboration of the New Brunswick management plan has greater complexity, which involves a larger structuring of planning and includes more specific faunal and ecological aspects. In the sustainable forest management plans of the Brazilian concessions, even considering the reduced impact method, there is no definition of management-related ecosystem principles and values as there is in New Brunswick. Concerning the sustainability of forest management in public lands under concession in Brazil, there is an imminent need for further investment in research directed at forest management and restructuring of public policies based on such research. Furthermore, even with a difficulty linked to the determination of future objectives in tropical forests, there is a need to define these objectives, in an attempt to guarantee the minimum of social, environmental and economic sustainability, in addition to updating the objectives in defined periods, resembling the adaptive management.
