Item Efeitos da crise econômica 2014-2015 nos municípios brasileiros: o caso de Afogados da Ingazeira e Serra Talhada(2019) Gama, Samara Dalila Pires da; Leão, Éder Lira de Souza; http://lattes.cnpq.br/4434499456331867The present study seeks to understand the relationship between an economic, political and/or fiscal crisis and the management of the municipalities of Pajeú, focusing on Afogados da Ingazeira and Serra Talhada, so that it is possible to analyze the impacts on income from government transfers and own collection. For this, it is explained how the decentralization process allowed the creation of numerous municipalities of small size and with little capacity of own generation of resources, as it is the case of the majority of the municipalities of the microregion of the Pajeú; the participation of municipal management in public policies and their budgetary management is also explained. It points out the changes in the national and municipal indicators that signaled the Brazilian crisis from 2014 and concludes that the economic instability of the period had great influences on the resources of the municipalities, affecting indicators such as employment and income. This emphasizes the need to deepen studies on the subject in order to seek municipal management strategies that may mitigate the effects of an economic imbalance.Item Ética no enfrentamento ao racismo institucionalizado durante a pandemia do covid-19: uma análise sobre as respostas governamentais(2021-04-26) Silva, André Erick da; Melo, Paulo Thiago Nunes Bezerra de; http://lattes.cnpq.br/2786487491698072; http://lattes.cnpq.br/9488581756275111Faced with abyssal levels of social inequality in Brazil, the disproportionate effects of COVID-19 will affect, mostly, more vulnerable portions of the Brazilian population, such as the black population. This study aims to explore the fight against institutional racism in governmental responses from an ethical perspective. The methodological path chosen is a qualitative study. As for its aims, it is an exploratory research. As sources of data, documents were collected from governmental responses to the pandemic. In this paper, the analysis process was based on elements of critical discourse analysis. The results address the deconstruction of a black identity in spite of the eugenic culture, going through corrupt behaviors; mass incarceration and unemployment; as well as the impacts of the pandemic on the black labor market, the search for racial equality and antiracist protests. In conclusion, from the perspective of virtue ethics, prevails the figure of black community trying to build their identity. From the perspective of responsibility, the racist white people who see the black community as useless. In the deontological perspective, the figure of the negationist state that violates the dignity of the human being was identified.Item Transparência governamental e participação cidadã: o caso dos municípios de Afogados da Ingazeira e Serra Talhada, Sertão do Pajeú-PE(2019) Morais, Rênia Raynne Nobre de; Leão, Éder Lira de Souza; http://lattes.cnpq.br/4434499456331867Society has come to question, more incisively, the performance of the government and how money is being administered, especially from the first decades of the twenty-first century. For this reason, the Open Government Partnership (OGP) was created, an institution created from an initiative composed of eight countries, whose objective is to promote the opening of data of the Government and its institutions and establish a closer relationship with the citizen through public participation.The objective of the study is to understand how Open Government works and how society can benefit by working together with public management. To achieve the results, research was done on several digital platforms, provided by Federal, State and Municipal Governments. The result obtained with this research showed why the county of Serra Talhada had a grade 10 in the Brazilian Transparency Scale (EBT), while the county of Afogados da Ingazeira obtained a grade of 5.5, and how these results reflect in data disclosure, transparency and in the level of participation in both administrations.
