    This study aims to analyze the market for companies providing photovoltaic solar energy services in the municipality of Serra Talhada in 2019. The method adopted for construction of this material was through qualitative research, based on secondary and primary data, through analytical-descriptive guidance. The companies case study presented themselves integrated with the assumptions of Natural Resources Economics and Energy Economics. In addition public policies and the operation of the photovoltaic solar energy market have promoted actions that enable the sector's growth since 2012. Thus, when analyzing the relevant variables of this study, it is observed that the plaintiffs, the offerors and The public sector manages the driving forces for the development of the photovoltaic solar energy sector in Brazil, and especially in the Northeast.

    The first rapadura mills recorded in Brazil arose during the colonial period, a consequence of the first sugarcane seedlings brought to the country in 1532 by the military man Martins Afonso de Souza. The production chain of sugarcane derivatives is of great relevance in the income generation of family farming in the Brazilian Northeast. The present study aims to analyze how the production and commercialization of these organically produced derivatives occurs in the sugar mills of the municipalities of Triunfo - PE and Santa Cruz da Baixa Verde - PE, as well as the generation of income for the families involved, observing historical and contained in all stages of production. Resulting from an applied, explanatory and qualitative research, the study also included a literature review, questionnaires and semi-structured interviews, in order to extract the maximum information from the participating families. The research also aims to observe the existence of pluriactivity in the families involved, as is the quantity of mills in operation and if there are currently barriers preventing these numbers from increasing. The main results found show that most families involved in this production process are multi-activity, but even performing other functions, the milling period increases the income of these people, and therefore the income that individuals have throughout the year were analyzed. And separately the income from production in these mills. It was noted that the producers who supply sugar cane to a cooperative have advantages over those that supply to the other mills, and also that one of the mills is responsible for the manufacture of artisanal cachaça and has differentiation in practically all of it. productive process, including functioning throughout the year as a tourist spot in the city of Triunfo - PE. It was also found that many factors led to the drop in production of these mills, climatic factors, and marketing difficulties caused by labor shortages and the recent creation of major market competitors.

    In the midst of a scenario of frequent political and economic instability, the present article seeks to relate a classical theory of political cycles with a likelihood of reelection or succession to municipalities in Pernambuco municipalities. For this, a methodology employed was fixed data controlled panel, for a more adequate analysis of the possible relationship between variables. In general, the results achieved that political agents manipulate as variations in periods preceding the election of votes, and thus the finished indicators favor those who use resources and investments for their locality. Thus, it was possible to detect the presence of electoral political cycles in the municipalities of Pernambuco, where politicians use the public machine to promote.

    Comercialização de flores no município de Serra Talhada - PE

    The purpose of this paper is to outline the profile of the flower retail market in the municipality of Serra Talhada-PE in 2019. The flower market in Brazil has grown in recent decades, but the production and marketing of flowers and ornamental plants, even with this growth, faces as its main obstacles the specificities of cultural treatment and transport logistics. The theoretical basis was the agricultural commercialization and the characterization of the market of flowers and ornamental plants in Brazil and Pernambuco. The methodology used was based on qualitative analysis of secondary data from bibliographic research and primary data through the application of semi structured questionnaires with the owners of two florists in the municipality of Serra Talhada-PE. Thus, the survey results show that flower production in the state of Pernambuco promotes the acquisition of florists in the municipality of Serra Talhada, with the city of Gravatá the most prominent in the diversity of flowers and producers. It was concluded that the presence of these florists creates employment (local and outside the municipality), stimulates the rendering of services of the flower retail sector, through the diversification of the mix of products offered in the physical stores, besides the use of digital tools. for sale and promotion of their products.

    Os efeitos econômicos da indústria mineradora: o caso da fábrica de cimento de Carnaíba-PE

    The mineral extraction industry has grown a lot in the last ten years, generating a great multiplier effect on the world economy. The Northeast region of Brazil has mining activities that have caused great social and environmental effects, causing some conflicts due to the lack of adequate intervention strategies of those involved. Geological surveys focused on mining in the Pajeú region found high quality limestone on the local surface, in addition to the lack of cement in the market in previous decades and the development of the real estate and construction market that was latent throughout the country, These factors encouraged mineral exploration and the creation of the Pajeú cement factory in 2006, and its inauguration in 2013, in the municipality of Carnaíba. Given this context, the present work aimed to analyze the possible economic effects caused by Mineradora Pajeú, in the city of Carnaíba, Pernambuco. Building a mining company close to urban areas can promote economic growth, as the raw material brings, directly or indirectly, great job offers to the population. Thus, analyzing mineral exploration becomes a socially justifiable issue when it comes to academic research, especially because in the study of economics there is a relationship between mining and local development, and why addressing these data can confirm or deconstruct the image implanted in the city that the presence of the mining company is beneficial. The methodology used was the bibliographic and documentary research, starting from a qualitative approach. Results achieved especially through the National Department of Mineral Production, the Brazilian Mining Institute, IBGE and the Ministry of Mines and Energy indicated that the positive externalities of Cimento Pajeú in Carnaíba can only relate to the 0.31 job offer. % of the local population, and the compensatory financial benefit from mineral exploitation of 0.41% of all municipal revenue. In addition, there are negative externalities, because with the implementation of the factory began the expropriation of families and there are reports of non-compliance with the operating rules, which require that explosions occur safely to society and pollution is a complaint. constant. It was concluded that the establishment of the company in the city caused conflicts with residents, social problems such as expropriation, environmental problems associated with pollution and improper exploitation, without respecting the limits of contact with the local population, and, In addition, it does not offer jobs high enough to be considered impacting on society, as it is one of the last cement companies in the country in size and production, and the passed CFEM represents a low value in the municipal budget.

The estimationmethodwas the multiple linear regressionwithbalancedpanel data. Dueto the longitudinal data of Pernambuco municipalities, weused the fixedeffect and and omeffectestimatorcontrolledby regional dummies to capture the importance of natural resources in the per capita production of the mesoregions of the state, especially the PernambucanSemi-arid. The resultsobtained are consistentwith the theory of economicgrowthwith natural resources, and indicatethatagriculture and waterresourceshaveanimportanteffecton municipal and regional aggregateproduction in the state of Pernambuco. It wasalsoobservedthat the per capita aggregateproduction of the Pernambucano Semi-aridmesoregions are onaveragelowerthan the Recife Metropolitan Region (RMR), except for the Sertão do São Francisco. Finally, it wasconcludedthatalong with human capital, natural resources play a relevant role in the state'seconomicprogress, especiallyconsidering the extent of arid and semi-aridlands, as well as the climatic and geographicalconditionsthataffect 75% of the state territory.

    Esforço fiscal dos municípios do estado de Pernambuco: uma análise de múltiplas fronteiras

    The present paper sought to measure the fiscal effort and the potential of own collection of 155 municipalities from Pernambuco for the period from 2001 to 2012. Thus, all taxes of municipal competence, as well as taxes, were considered. The methodology used was Stochastic Production Frontier for panel data, using the multiple frontiers (borders by region of the state and by specific taxes) to capture the unobserved regional heterogeneities of the municipalities, regarding the estimation of fiscal effort and collection potential; the software used was the R. It was initially found that the FPM causes a relaxation effect on the fiscal effort of the municipalities. The results also show that when analyzing the fiscal effort of the municipalities by region, this tends to be greater in the backlands of Pernambuco than in the metropolitan region of the State itself.

    Estudo comparativo dos preceitos propostos por duas correntes de pensamento: o caso da economia verde e agroecologia

    In this paper, the discussion involves two streams of thought or conceptions of analysis on sustainable development cataloged from their references to apparently different economic models, but inserted in the same economic system, which present mediate discrepancies between their concepts, namely agroecology and the green economy. From this problem we have as a general objective: Analyze the discrepancies and convergences between the concepts brought by the principles of agroecology and the green economy in the productive processes that involve pluriactivity, multifunctionality and subsistence production of family agriculture. And while specific objectives: 1) Map the discursive structure of the classic concepts of green economy and agroecology; 2) To structure a comparative framework on sustainability before agroecological and green economy projects. The main characteristics of the green economy are the low carbon emission, efficiency in the use of resources and search for social inclusion. Parallel to this is agroecology, a science (and philosophy of life) whose main characteristic is the production of healthy and natural foods. Both the green economy and agroecological production are aimed at practices that lead to sustainable development, which is explained by a better quality of life.

    Economia pluriativa e geração de renda da agricultura familiar Quilombo Cavalhada - Flores-PE

    The present work seeks to show how the income of QuilomboCavalhada, which is located in the rural area of the city of Flores-PE, is generated, since the community articulates itself from production to self-consumption and, based on pluvial economy, it is possible to leverage internal market and expand beyond the municipality of origin. Thus, the importance for the studies of new ruralities, starting from an object of the Rural Economy and the Environmental Economy, is justified. From this, we try to answer the question: What are the articulations and how does the internal organization of the quilombolas of Cavalhada-PE take place as regards labor and income issues. The present methodology is the result of the joint construction elaborated in the Group of Interdisciplinary Research of Rural Extension in Settlements with production of instrument of research, collection and analysis of data realized in a collective and supervised way. The work has a qualitative character and bibliographic research was used as a research tool. The community counts on a small agricultural production of family food of corn and beans and with the production of handicrafts with inputs that would be discarded. However, the community identifies itself as farmers because most of its income comes from planting; however, there is great potential for agroecological craftsmanship, which would consequently generate more income, conservation of nature and would be a more sustainable option. This would also strengthen the local market, contribute to the development of both the community and the region in which they are inserted, and would not depend exclusively on agriculture and aid from the BolsaFamília Program.
