O município apresenta vocação em termos artísticos e culturais uma vez que apresenta elementos importantes em termos de representatividade e diversidade cultural que podem ser melhor explorados pela gestão. Além disso, o município também possui o perfil empreendedor em razão da força do comércio presente na Feira de Caruaru. Partindo disso, levanta-se a seguinte problemática: As estratégias e investimentos da prefeitura estão trazendo resultados tangíveis para economia criativa e para o setor cultural da cidade de Caruaru? Com base na revisão de algumas pesquisas que analisaram as nuances da economia criativa de Caruaru e da pesquisa realizada por meio de formulários foi possível obter dados sobre as impressões e avaliações dos profissionais inseridos no ramo criativo. De acordo com o levantamento constatou-se que em geral tais artistas e profissionais reconhecem de forma positiva as ações feitas pela Prefeitura, mas avaliam a necessidade de haver maior interesse público voltado para o setor cultural.Item A liderança da gestora escolar e os professores na educação dos alunos durante o enfrentamento da pandemia(2022-10-07) Silva, Flávio Antônio da; Nascimento, Cláudio Pereira do; http://lattes.cnpq.br/0993071297354597; http://lattes.cnpq.br/9735600321485146According to the Portuguese dictionary, to lead is to guide, to lead someone to something (Dici, 2021). For Chiavenato, leadership is essential in all administration functions, because the one who manages needs to know human nature and lead (Chiavenato, 2003). In other words: Leading people. However, the absence of leadership in certain work environments, both in the public and private sectors, can lead to poor management of how tasks are carried out by their subordinates. According to Rennó (2015, p.173) “[...] one of the most important aspects of a manager is the ability to lead their employees, as leadership involves the ability to influence people so that the desired goals are achieved”. Based on this premise, this work aims to analyze the leadership of the manager, on the decisions of teachers in the education of children, during the confrontation of the pandemic in the school year of 2020. In this way, the place of study of the proposed theme was a municipal school body located in the city of Limoeiro in Pernambuco. As a literary review of the proposed theme, we will point out a brief perspective of a leader through the conceptions of some of the main authors. Therefore, we will present the most congruent use for the study of this work with the theory of Blake and Mouton and the application of the Management Grid model for the analysis of our research. The work involved applying the qualitative method, using data collection through forms as research samples. The observations of the collected analyzes served as a basis for a more comparative understanding with the arguments of the theory of the respective authors. To consult the information, a bibliographic research was used, based on the same author. In this trajectory of normative convergence by city halls to date, many challenges have been and continue to be faced and the deadline for the norms to be fully applied is the year 2024. Among the main benefits of convergence is the increase in the level of transparency of public accounts and greater effectiveness of social control over public property. In this way, the present work aimed to analyze, in the light of the capacity of Municipal Public Management, the challenges of the municipalities of Jaboatão dos Guararapes and Recife in the adherence to the International Accounting Standards Applied to the Public Sector. The study was based on a diagnosis prepared by the Court of Auditors of the State of Pernambuco with the objective of analyzing compliance with public accounting rules, in particular the level of convergence and consistency required. This diagnosis is called the Convergence and Consistency Index of the Municipalities of Pernambuco (ICCPE). Through it, it was possible to assess the level of convergence to current accounting standards, there was a survey of items in compliance with the standards established by the National Treasury Department, the central body of the accounting system in the country, in relation to the Plan of Accounts Applied to the Public Sector ( PCASP) and in the preparation of financial statements within the standard presented by the Accounting Manual Applied to the Public Sector (MCASP). Both PCASP and MCASP are fundamental references of convergence to the International Accounting Standards Applied to the Public Sector (IPSAS) in the Brazilian context and represent central elements for measuring the level of convergence. On the other hand, the level of accounting consistency was measured through items of conformity between the information provided through the electronic rendering of accounts sent by the municipalities and the data recorded in the Siconfi system, in addition to the use of items to confirm the balances of the balance sheets recorded in the electronic rendering of accounts with the amounts authorized in the Annual Budget Law.Item Análise das informações disponíveis nos portais dos dez municípios mais populosos do estado de Pernambuco(2022-10-05) Souza, Sthefany Suellen de; Gonçalves, Jackson Eduardo; http://lattes.cnpq.br/3220345320993636; http://lattes.cnpq.br/2270930056306775Transparency is the open conduct of public administration, offering citizens the ability to control the State and the actions of its agents through the improvement of the structures of supervision, denunciation and punishment of those who cause harm to the collective interest. Can the Transparency Portal, through its official websites, be considered an effective instrument of transparency in the ten most populous municipalities in the State of Pernambuco? Assess the level of transparency of the ten most populous municipalities in the State of Pernambuco from their official portals. For the methodological framework of the present study, we will use the proposal developed by Mattar (2014), so that, as to the nature of the variable, the research fits into quantitative. Data collection is through the analysis of the portals of the municipalities of each municipality under study, in order to verify which issues are being met, following a level criterion (assignment of grades between 0 and 3). It was observed that Recife presents better performance among the sites of the prefectures analyzed in the years under study. In second place is the site of the municipality of Garanhuns, with the best performance. From the above-mentioned survey, it is noted that public transparency is not a priority of most municipal executives in the State of Pernambuco with a population above 100,000 inhabitants.Item Eficiência da tecnologia da informação: uma análise da Gestão pública de Vitória do Santo Antão - PE(2022-11-07) Silva, William Barbosa do Monte; Costa, Yascara Pryscilla Dantas; http://lattes.cnpq.br/0874107322711076; http://lattes.cnpq.br/0227629543416199Over the years, technology has had great relevance for the development of the quality of life of human beings. At the same time, information systems emerge, which manipulate or generate organized data in order to help human beings, organizations and society as a whole. Thus, the objective of this study was to analyze the use of technology to improve the effectiveness of the management of the municipality of Vitória do Santo Antão - Pernambuco. The methodological procedures adopted were of a quantitative explanatory character, the intervention instrument developed was used in the form of a questionnaire for people who attend the city hall of Vitória de Santão Antão through Google Forms. The data obtained indicated that the technology that the information technologies have a great potential to develop any area of the city in which they are inserted, being they in the areas of health, education and attendance in the city hall, the information technology shows means that aim to facilitate this happens in many ways, whether with websites, applications to assist in customer service, personalization of this service, interconnection of information in different sectors, even a process of digitizing old documents. However, it is necessary to deepen this study.Item A política nacional de promoção da saúde e a gestão municipal: uma investigação no município de Limoeiro-PE(2022-09-16) Amorim, Elna Maria Correia Coutinho; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/6981301284801856The National Health Promotion Policy was developed with the purpose of promoting Brazilian public health. The objective of this research was to investigate how the municipal management of the City of Limoeiro-PE led the National Health Promotion Policy between 2012 and 2017. The methodological procedures had a qualitative focus, the data were obtained in the Pernambuco State Database and data analysis was based on content analysis. The results reveal that during the researched series there was only variation in the number of health centers. The number of hospital admissions in Limoeiro-PE only increased in the specialty "Surgical Clinic". The teams of active health professionals remained unchanged from the beginning until the end of the historical series. With regard to the categories of health professionals related to limoeirense health care, there was a reduction in the staff of "General Practitioner", "General Surgeon" and "Family Doctor", and an increase in the framework of "Social Worker", "Nurse", "Obstetrician", "Pediatrician" and "Psychologist". It was concluded with the research that the National Health Promotion Policy was developed in Limoeiro-PE in the period from 2012 to 2017, with a reduction in the number of health service care units; decrease in the number of hospital admissions; invariability in the number of teams related to family health and teams from the health support center. Although there was an increase in the number of health professionals, there was a decrease in the main categories that deal primarily in the health care of the Limoeirense population.Item Fomento à gestão da tecnologia da informação e comunicação no contexto educacional durante a pandemia da COVID-19 na esfera municipal(2022-10-07) Pereira, Amanda Malena dos Santos; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/0693160514160011Information and Communication Technologies are tools that can help in the development of pedagogical activities in the educational environment. The objective of this research was to investigate which actions were proposed by the Union for the management of Information and Communication Technologies in the municipal educational context during the Covid-19 pandemic. The research had a qualitative basis with documentary investigative character, the data obtained were of secondary order and examined with the technique of content analysis. The results revealed that the recommendations of information and communication technologies for municipal educational management were focused on planning the replacement of the school calendar workload at the end of the pandemic. With regard to the use of Information and Communication Technologies in Early Childhood Education, it was restricted to reading activity with digital means when possible. In the case of all years of elementary school, the suggestions of Information and Communication Technologies were related to the use of digital media and platforms, synchronous and asynchronous activities, in addition to the use of social media. It was concluded with this research that the stimulus to the management of Information and Communication Technologies for the municipal educational sphere had an optional character for school management; incentive for some activities in digital environment in Early Childhood Education, when possible; and breadth of use of Information and Communication Technologies in Elementary School.Item Softwares de gestão em unidades básicas de saúde e sua contribuição no trabalho na administração pública no Alto Pajeú(2022-09-22) Silva, Adriana Medeiros da; Machado, Luiz Cláudio Ribeiro; http://lattes.cnpq.br/6359712741593257; http://lattes.cnpq.br/3209706563368594This research aims to identify the management software used by the Basic Health Units (UBS) of the cities of São José do Egito, Brejinho, Itapetim and Tuparetama - Pernambuco. Thus, it can be seen as possible points of improvement of the system itself, of the unit and its usefulness as support in the decision-making of municipal public managers in each city. To contemplate discussions about the health care of the individual and the population and the importance of the use of technologies. An interview was conducted with the nurse (a) of the Basic Health Unit who answered a questionnaire, where they identify that all units make use of a management system. This provides agility and improvement in the performance of primary care that is to solve from simple to more complex problems from the individual to the collective, thus seeking to work preventively with guidance, diagnosis and appropriate treatment.Item Controle social em tempos de pandemia da COVID-19 no município de Arcoverde-PE(2022-09-15) Britto, Edilton Avelino de Lima; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/0471314857150714Social control can be understood as a form of social participation in the supervision of the actions of political and social actors, in the use and use of public resources. The objective of this research was to investigate how budget actions were carried out in the municipality of Arcoverde-PE, during the covid-19 pandemic period, referring to 2021. The methodological procedures were based on the quali-quantitative approach of research, the data were of secondary order and obtained from the Transparency Portal of the Federal Government, and the data analysis was based on content analysis and frequency distribution analysis. The results revealed that arcoverdense budget actions in 2021 occurred as follows: the highest frequency of financial transactions was related to three budget actions linked to the program "Direct Money at School for Basic Education"; the main movements of financial transfers were "legal, voluntary and specific" transfers; the most favored with municipal transfers were public funds; and the highest amount transferred to the municipality had no identification of the expenditure element. It was concluded with the research that the budgetary actions carried out in the municipality of Arcoverde-PE in 2021 and arranged in the Transparency Portal of the Federal Government were aimed at meeting the needs of arcoverdense society, because they are related to municipal management programs, even to cope with the public health emergency of international importance resulting from Coronavirus; and it was perceived the existence of budgetary actions without elements of expenditure.
