Item Inclusão em perspectiva: análise das barreiras ao acesso à educação para pessoas com deficiência no Brasil(2024-09-30) Oliveira, Eduardo Vinícius Araujo de; Faria, Maurício Sardá de; http://lattes.cnpq.br/1513772085737367; http://lattes.cnpq.br/2230188046892766The paper explores the barriers faced by people with disabilities (PwDs) in Brazil regarding access to education, the job market, and income, with a focus on the impact of ableism. Defined as a system of beliefs that views disability as an inferior condition, ableism directly affects the formulation and implementation of public policies, resulting in discriminatory practices that perpetuate social exclusion. The research highlights that, despite the existence of laws such as the Brazilian Inclusion Law (LBI), PwDs continue to face significant challenges in completing basic education. Recent data show that illiteracy and dropout rates among PwDs are significantly higher compared to the non-disabled population. Furthermore, while inclusive education policies have evolved numerically, they fail to provide adequate support within regular schools, often exposing students with disabilities to prejudiced environments without the necessary resources for their full development. The research criticizes public policies for their often immediate and ableist approach, which seeks short-term solutions rather than structural changes. It also addresses the social and economic implications of this exclusion, particularly the precariousness of the job market for PwDs, where many find themselves in informal and poorly paid jobs. Finally, the study suggests that overcoming these barriers requires both a cultural transformation that challenges ableism and the creation of truly inclusive public policies, capable of offering equal opportunities and ensuring the full exercise of the rights of all PwDs.Item "A mulher que fica": os desdobramentos socioeconômicos do estigma de cortesia e encarceramento na unidade familiar(2024-10-03) Silva, Yara Joyce Soares da; Cardoso, Maria Grazia Cribari; http://lattes.cnpq.br/2450643941158970; http://lattes.cnpq.br/3696120266098343The aim of this scientific contribution is to discuss the social and economic consequences of the courtesy stigma of imprisonment on the family unit of convicts. To this end, the concept of courtesy stigma will be discussed initially, based on a bibliographical survey, with the aim of not only bringing the literature and the empirical closer together, but also amplifying the voices and experiences of those families who, like mine, have dealt with stigma and its perversity. Next, the notion of public policies will be addressed, as well as the importance of formulating social policies aimed at protecting the family of the incarcerated. In this way, a reading of these families will be glimpsed beyond the imagery of the "prisoner's family, taking into account authentic testimonies from interviewees - classified below as 'the woman who stays" - who bring to light the main implications of the socio-economic consequences of imprisonment on their lives, as well as the overload of care work and material responsibility. Interviews were therefore carried out in the Metropolitan Region of Recife, with women who are part of families in which one of the family members was imprisoned by the justice system at some point. From this survey, it was possible to identify that the stigma of courtesy functions as a hegemonic mode of individuation, constructing the social identity of the undesirable - family members of prisoners - with the main results being a reduction in family income, intensification of care work, social vulnerability, female loneliness and other prejudices relating to the unit.Item Os desafios na implementação de políticas públicas no município de Vitória de Santo Antão: experiências de discricionariedade no programa Saúde Até Mais Tarde(2024-10-02) Silva, Jordymar Emanuel Francisco da; Faria, Maurício Sardá de; http://lattes.cnpq.br/1513772085737367This study stands out in the field of public policy by analyzing the implementation phase with a focus on the discretion exercised by street-level bureaucrats. The general objective of this research is to understand the process of implementing the 'Saúde Até Mais Tarde' program and the role played by street-level bureaucracy in the realization of this public policy in two Basic Health Units in Vitória de Santo Antão-PE. To achieve this, it was essential to have a theoretical framework that underpinned the discussion of the topics. A qualitative research approach was adopted, with a descriptive and analytical character; this approach allowed for an in-depth exploration of the experiences and perceptions of the professionals involved through semi-structured interviews, providing a descriptive analysis of how bureaucrats perceive the program in question and an interpretive analysis of their practices and adaptations made in the daily execution of the program through three analytical categories: action, reason, and form. The results demonstrate a positive outlook on the implementation of the program in the UBS while revealing the challenges of discretion in maintaining the program, adapting services to patients' needs, resource scarcity, emotional impact, the need for harmony in the work environment, among others. The experience of the BNRs in Vitória de Santo Antão shows how discretion is crucial for overcoming daily challenges by adapting health services to local realities and the needs of the population.Item A perspectiva freireana nas políticas públicas de educação de jovens e adultos em Pernambuco(2024-02-29) Silva, Lílian das Neves Henrique da; Bezerra, Gabriella Maria Lima; http://lattes.cnpq.br/8954499933466652; http://lattes.cnpq.br/4018105407840895This article investigates the public policies that make up EJA - Youth and Adult Education in PE, relating it to Paulo Freire's perspective in relation to this teaching modality. To this end, the work describes the public policies for maintaining this Education of the Federal Government and Government of the State of Pernambuco, mainly by the Department of Education and Sports of Pernambuco, set out in the Annual Report of Indicators, RAI of 2020 and 2022. This research is justified by the need to strengthen the state's public policies for this type of teaching, hence the need for its implementation through revised bibliographic data and current legislation. These are represented in the documents that guide Pernambuco's National and State Public Policy, identifying these principles of Liberating Education, whether it is being implemented, whether a budget is available that corresponds to it, as well as a description of how it can be developed according to the sociocultural context of this audience.Item A voz dos pescadores sobre políticas públicas para a pesca artesanal – Colônia Z1 em Pernambuco – séc. A Case Study, in which the contributions of government public policies in the field of artisanal fishing were mapped and identified in this institution in the 21st century. Data from interviews and bibliographical research on the topic show that government dialogue with the researched community is incipient.Item Os Princípios Yogyakarta na igualdade de gênero das pessoas LGBTQIAP+ e seu impacto no Brasil(2023-09-19) Prazeres, Paulo Joviniano Álvares dos; Sousa, João Morais de; http://lattes.cnpq.br/9057718684364301; http://lattes.cnpq.br/8219143137437690This work aims to analyze the Yogyakarta Principles and their historical context, contextualizing them within the global panorama of human rights and the struggle for gender equality and sexual diversity, aiming to understand how they were applied and received by Brazilian legislation, observing the challenges , advances and obstacles found in the incorporation of these principles in public policies, legislation and social practices. That's because the Yogyakarta Principles are more than a mere document; they represent a commitment to building a fairer and more inclusive society. Theresearch demonstrates that the application of these principles has been constant in the latest decisions of the Brazilian judiciary, as well as contributing to the realization of egalitarian public policies, however, there is still much to be advanced and conquered by the LGBTQIAP+ community.Item Interações entre sociedade civil e gestão pública: análise da mobilização da União de Mães de Anjos (UMA) frente à Síndrome Congênita do Zika – SCZ (2015-2020)(2022-03-21) Almeida, Higor Araujo de; Bezerra, Gabriella Maria Lima; http://lattes.cnpq.br/8954499933466652; http://lattes.cnpq.br/7546286535731008This monograph aims to analyze the relational panorama between social participation, social innovation initiatives and public policies articulated in civil society, based on the case study of the União de Mães de Anjos - UMA, a group formed in Pernambuco by families of children affected by the Congenital Zika Syndrome – CZS, after an epidemiological outbreak that started in 2015. In order to achieve the proposed objectives, this study has a qualitative approach, with a descriptive character. A bibliographic survey and data analysis from secondary databases were carried out, such as reference materials on this topic, websites of public management institutions, scientific institutions, in addition to the Facebook page of UMA, where its initiatives, demands and experiences were documented. Considering an inter and multidisciplinary approach that works on the main concepts that synthesize the mobilization of civil society together with political society and the State, this study indicates how the integration of civil society initiatives can be institutionalized, contributing to the development of public policies and social programs in a participatory, democratic and innovative way.
