Item Como definir a estratégia de um laboratório de inovação no setor público? Um estudo de caso da iniciativa de inovação do Tribunal de Contas do Estado de Pernambuco(2021-12-03) Agostinho, Matheus Cavalcanti; Santos, George Augusto Valença; http://lattes.cnpq.br/8525564952779211; http://lattes.cnpq.br/7317129861491898In the last decade, innovation labs have become increasingly frequent and important to leverage innovation in the Brazilian public sector, in all spheres and acting areas. However, only recently and still superficially reports appear in the literature and in technical reports developed by public organizations about how these labs are structured. To understand the innovation strategy of a government lab, as a reflection of innovation management, we conducted a case study at the Court of Auditors of the State of Pernambuco, which adopts an open innovation model to solve its challenges and leverage the institution, strengthening the image of external control organizations towards public opinion. From the monitoring and participation in the structuring of its innovation laboratory, the Prisma Lab, we were able to look at several other initiatives across Brazil, benchmarking these laboratories, and to be inspired by what has been adopted in relation to the methodologies adopted for their projects, to the innovation method (topdown or bottomup), to the collaborative nature, and thus, to get to an initial idea of the laboratory’s vocation, through questionnaires and workshops carried out with TCE-PE servers, presenting everything that was collected during this survey to them. It is expected that the knowledge generated in this work can inspire future innovation initiatives in the Brazilian public sector, helping us to get out of a scenario of scarcity of more detailed reports, and aids in studies on the movement of innovation in government.Item A Diagnoses Instrument for Software Engineers’ Soft Skills(2019) Bastos, Thiago Alves; Sampaio, Suzana Cândido de Barros; http://lattes.cnpq.br/0066131495297081; http://lattes.cnpq.br/9312633017399857The use of Agile Methodologies among the Software Development Projects have beingin creasing in recent years. These methodologies have a set of values and principles which are people-centered, increasing the importance of the people factors for the success of projects using Agile methodologies. However, these factors are not fully understood by practitioners who work within Agile teams. This reality created a gap between what the companies are expecting from their Software Engineers and whatthey really know, in terms of Soft Skills, especially in their first-time job. Therefore, basedon a Literature Review and on the opinion of the Software Engineers working withinAgile Teams in the Digital Port of Recife, this work developed the MVP of an instrument capable of making a self evaluation of the 8 most important Soft Skills for a Software Engineer working in an Agile environment. Raising awareness about the relevance ofthe Soft Skills for the career of a Software Engineer, highlighting what are the mostrelevant Soft Skills for them and also reducing the existent gap in the IT job market.Moreover, during this study it was created a Soft Skill Catalog, containing the synonyms and the definitions of these Soft Skills found in the Literature. Finally, it was possible to realize the relevance of the Soft Skills for the Software Engineers where Leader ship and Negotiation were the two less important and Communication was the most important and the developed instrument came out as an extremely important instrument, specially for the Software Engineers in the beginning of the career. More over, it was also possible to realize that there aren’t enough activities inside the companies to improve the Soft Skills of their Software Engineers and the existent activities are not aligned with their expectations.Item Gerenciamento de custo e desempenho de composição de serviços(2019) Oliveira, Inês Alves Lima de; Medeiros, Robson Wagner Albuquerque de; http://lattes.cnpq.br/3169193612606500; http://lattes.cnpq.br/8406459471271857Studying and analyzing quality attributes is increasingly important for thosewho are constantly looking for customer satisfaction and a continuous evolution of theproducts and services offered.Cost and Performance are attributes of important qualitiesfor any application and when it comes to web services, or better, the composition ofthese services as well, since, from the planning of the services choices, one can findthe best for the composition, in the case of this work have a low cost and low responsetime (performance).This work aims to propose a way to manage financial cost andperformance through techniques that are used, in the life cycle of the composition, moreprecisely in the planning phase, for this was analyzed the techniques related to themanagement of the composition and adapted a algorithm that calculates financial costand performance. After this calculation, it is possible to know which best service to usein the composition according to the chosen attributes, thus facilitating the managementof attributes in a services composition
