This article seeks to analyze the factors that influence human capital and its mobility from the
perspective and assumptions of the neoclassical economic growth model. The analysis is
restricted to Brazilian municipalities in the 2000 to 2010 census period. These data include
investments in infrastructure and human capital formation, stimulated by the Growth
Acceleration Program (PAC) and the Federal Universities Restructuring and Expansion
program ( MEETING). This study is validated to investigate a possible convergence of the
human capital stock among Brazilian municipalities. Econometric estimation uses cross-section
data using a two-stage estimator to treat institutional endogeneity, using latitude and mean
rainfall as instrumental variables. The results obtained suggest that there was convergence of
human capital among Brazilian municipalities, according to simulations carried out with the
proxies of the number of people with a complete level of education at the elementary and high
school level.
