Item Fomento ao controle social: a participação da sociedade na gestão pública sob a ótica da Controladoria-Geral da União(2020-01-16) Costa, Luciano Elpídio; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218; http://lattes.cnpq.br/9516360931709854Social control is a mechanism of popular participation in public management that can favor the control of the acts of public governments and thus provide the well-being of the Brazilian population. This research aimed to investigate the foundations of the Comptroller General of the Union for citizen participation in public administration. The design of the research was based on documentary research. Data analysis was based on thematic analysis because it is a method for identifying, analyzing, organizing, describing and reporting themes found in a dataset. The research provided the understanding by which social control is effective through the initiative of the public entity in providing the active participation of society through mechanisms of exercise of control, forms of exercise of social control with popular participation in public management and possibilities for interaction between the Comptroller General of the Union and society. It was concluded that the instrumentalization by the Comptroller General of the Union with regard to "Social Control" can promote the involvement and participation of society in the actions of public managers through the deliberation, manifestation, formulation proposals for improvements for proper use of the public treasury.Item O Portal da Transparência: do que se diz e o que se faz com o cartão de pagamento do Governo Federal(2020-10-06) Fontes, Ewerton Fernandes Rafael Pereira de; Souza, Eliabe Roberto de; http://lattes.cnpq.br/2080413007192218With the creation of the Federal Government's Transparency Portal, Brazilian society now has a new tool to meet the demand for social control. The general objective of this research was to analyze how the Transparency Portal of the Federal Government provides transparency of data on the use of public resources through the use of payment card of the Federal Government in 2019. This research was exploratory, the data were obtained through the "Payment Cards" Panel of the Transparency Portal and were analyzed through thematic categories or units of analysis. The results reveal that the Transparency Portal of the Federal Government provides data on the use of the Payment Card of the Federal Government, however, there is a misstep as to the purpose of using the payment card that is the supply of funds and attendance to possible expenses. It is concluded with this research that the Transparency Portal allows the disclosure of federal public spending and with this practice it is possible to verify the lack of publicity of certain agencies that use the Payment Card of the Federal Government, the non-compliance in the fulfillment of possible expenses and lack of planning in the use of public resources.
