Ações e medidas alcançadas na implementação das diretrizes do Plano Municipal de Arborização de Recife, Pernambuco

Urban afforestation provides multiple benefits, including improvements in climate, air quality, and the physical and mental health of residents, as well as enhancing the beauty of the environment and reducing sound and visual pollution. Careful planning, considering suitable species and preventing planting problems, is essential to maximize these benefits. This study aimed to analyze the implementation of the guidelines of the Urban Afforestation Plan of the city of Recife, Pernambuco. The research is qualitative, involving the collection of documentary data from articles, books, theses, dissertations, municipal legislation, and electronic documents for bibliographic review. Additionally, documents acquired from the Recife Environmental Secretariat were analyzed. Three classifications of actions and measures for the implementation of the Afforestation Plan were defined: planting practice measures, information integration, and educational measures. The results indicated that approximately 90% of the afforestation plan guidelines were implemented, demonstrating the potential for development in the city's afforestation plan. The planting measures category achieved a 50% compliance rate with guidelines related to tree planting in public or private areas, followed by 35% for information integration and 15% for educational measures. Thus, practical planting measures prevail in the afforestation plan, emphasizing the importance of collective efforts for the improvement of urban afforestation in Recife. Therefore, it is recommended to create specific documents, strengthen integration among municipal agencies, and provide financial incentives for afforestation. These coordinated measures can make the city more sustainable and resilient.
Análise do planejamento nas contratações públicas do município de Lagoa dos Gatos-PE

Planning is a fundamental part of public procurements. From it relies all the steps necessary to acquire goods or services to management, in the various spheres of power. When planning is neglected, all the process of acquisitions is compromised, subject to delays, annullments, revocations or even with the risk of the acquisition being unable to solve the necessity or problem inicially detected. Exploring the theory of planning of bids as public procurements of goods and services, as well as its stages, the angular contribution of it became evident in the quality and eficiency of actions by the municipal management. The methodology in this study analyzed the documents of public procurements of the Municipality of Lagoa dos Gatos as a way to identify possible failures of planning and its impact on the expected progress of the procedures. The mistakes identified have generated anullments, revocations, failures, leading to spend time above the ideal to supply the necessity that originated it. In this way, this study contributes to the Municipal Management of Lagoa dos Gatos, as well as other cities of small capacity, when the impact of such failures to the admnistration objectives are perceived, leading to develop actions toward the improvement of the processes, specialy about planning. It also contributes to researchs that aim to the improvement of public contracts.
Compatibilização de projetos e impacto na produtividade da obra: estudo de caso

Project coordination is an essential step in the planning of a construction project. This phase will shape all the projects, making the execution more efficient and the planning more aligned with reality. In other words, by coordinating the projects with each other, the budget becomes more aligned with reality, and the timeline and planning proceed as anticipated before the construction begins. This makes the construction more productive, eficiente and with fewer unforeseen events that could interfere with the timeline and budget. This paper presents an analysis conducted on a construction project that was executed with some of its projects coordinated. The budgets were analyzed and compared with the assessment after the project was completed. The productivity of skilled labor was also examined and compared with the data provided by SINAPI (National System of Research and Indices for Civil Construction), revealing significant differences. Additionally, extension studies related to the topic were recommended. It can be concluded from this work that project coordination during the planning phase has a significant influence on the project's final timeline and budget. Moreover, the productivity forecasted by SINAPI cannot be relied upon for planning, as it diverges from the reality of the project.

Este trabalho busca compreender e refletir sobre a importância do planejamento e controle de produção, bem como as dificuldades encontradas pelas organizações, construindo um ensaio teórico. Para tanto, foi feita a busca de artigos para análise no Google Acadêmico. Os trabalhos selecionados foram filtrados a partir de dois aspectos: 1) artigos disponíveis de forma online e 2) artigos que tratassem diretamente do tema deste trabalho. O principal objetivo do trabalho é compreender e refletir sobre a importância da implementação das ferramentas de Planejamento e Controle de Produção, bem como as dificuldades enfrentadas pelas empresas para aderir ao método, e foi possível compreender que é um método de suma importância para que as organizações se desenvolvam com sucesso e consigam atingir níveis superiores aos das suas concorrentes.

The production of animal feed is an intricate activity that demands the implementation of efficient and effective processes. To achieve this objective, it is crucial to properly maintain the assets involved, aiming to increase the reliability, availability and quality of products, in addition to reducing costs. In this context, this work proposed to present the structuring and implementation of Maintenance Planning and Control (PCM) in an animal feed factory. The process began with a comprehensive study of the plant, its processes and machinery. The literature consulted provided essential information that was applied consistently and aligned with the company's specific needs and reality. Additionally, data relating to the first 14 months of maintenance planning and control operation were analyzed. During this analysis, crucial indicators were examined, such as the number of work orders (corrective, preventive, lubrication), MTBF (mean time between failures ) and MTTR (mean time to repair). This approach enabled an in-depth understanding of the current status of the plant and its assets, providing valuable insights to continually improve production and maintenance processes. The New Bidding Law has expressly brought the principle of planning in public procurement. In this sense, the present work aims to analyze the planning of public procurement in the municipality of Recife, through the Planning, Management and Digital Transformation Secretary, from a data collection of the bidding processes, in the electronic trading modality, during the year of 2021, besides conducting bibliographic researches. The theoretical framework included discussions about the importance of planning instruments such as the annual hiring plan, preliminary technical study, the reference term, and the risk mapping of the contracts. The search performed through data collection identified that only half of the bids made were effectively homologate. Based on the results presented, it is considered that the present study contributes to show the importance of the principle of planning, and the implementation of these tools when using the new legislation, in the bidding processes of the City of Recife/PE.
O papel do sistema de controle interno no planejamento e orçamento público: estudo de caso na prefeitura municipal de Carpina/PE

Este estudo tem como objetivo investigar o papel do Sistema de Controle Interno (SCI) no planejamento e execução orçamentária da Prefeitura Municipal de Carpina/PE. Utilizou-se a técnica de análise de conteúdo, a partir de uma entrevista com o controlador municipal, para avaliar a adequação e a eficácia do sistema de controle interno em relação ao planejamento e orçamento do município. Os resultados demonstraram que o sistema está em conformidade com os fundamentos legais vigentes, destacando a atuação da Controladoria na supervisão das finanças municipais e no monitoramento de metas fiscais. No entanto, a análise revelou a ausência de metodologias adequadas para a estimativa de receitas, o que pode comprometer o planejamento financeiro. Conclui-se que, embora o sistema atual assegure conformidade fiscal e equilíbrio orçamentário, a ampliação da participação social e o uso de tecnologias, como o SIAFIC, podem aumentar sua eficácia e transparência.
Parâmetros ﬁtossociológicos e índice de perfomance na arborização de ruas de Recife, Pernambuco

The phytosociological study of urban trees is an important tool for planning, maintaining and managing tree planting in cities. Understanding the floristic composition and phytosociological structure of urban environments is fundamental to understanding the dynamics of vegetation, as well as providing support for the implementation of actions aimed at conserving and improving diversity in these areas. With this in mind, the aim of this study was to analyze the adaptation and performance of the species present in the street trees of Recife-PE. The research was carried out on 4 (four) sample units measuring 350 meters x 560 meters, randomly selected from the inventory of street trees carried out by Biondi (1985) in Recife, Pernambuco. The species present on the sidewalks were identified and the phytosociological parameters, Absolute and Relative Frequency (AF and FR), Absolute and Relative Dominance (DoA and DoR), Absolute and Relative Total Density (DT, DA and DR), Absolute and Relative Importance Value (VI and VI%), and the Performance Index (IPE) were estimated. A total of 528 individuals were counted, distributed among 59 species belonging to 19 families. It was observed that 67,86% are of exotic origin from Brazil, which is one of the main causes of biodiversity reduction. The species with the highest number of individuals were Senna siamea (87 individuals), Ficus benjamina (64 individuals) and Adonidia merrillii (53 individuals). The phytosociological analysis showed that Pithecellobium dulce was the most dominant (19,99%), followed by Terminalia catappa (14,31%) and Senna siamea (13,85%). In erms of relative density, Senna siamea (21,48%), Ficus benjamina (16,79%) and Pithecellobium dulce (6,67%) showed a lower diversity of species in the areas studied. The VI was highest for Senna siamea (13,40%), followed by Ficus benjamina (10,97%) and Pithecellobium dulce (10,11%). The species with IPE above 1,0 were Handroanthus impetiginosus, Hymenaea courbaril, Schinus terebinthifolia, Apeiba tibourbou, Cassia fistula, Cassia javanica, Genipa americana and Bauhinia monandra, which continue to be included in Recife's afforestation. It is recommended that measures be taken to introduce species of native origin, and possibly to gradually replace individuals, helping to reduce the concentration of individuals in a few species, with the species Handroanthus impetiginosus and Bauhinia monandra, which were promising in relation to the values for IPE and VI%.
Rodas de leitura nos últimos anos da educação infantil

Esta monografia teve como objetivo geral investigar o trabalho envolvendo a compreensão leitora nas rodas de leitura da educação infantil, especificamente em duas turmas do grupo IV e V de duas instituições municipais localizadas na cidade do Recife-PE. Para isso, definimos os seguintes objetivos específicos: analisar como as docentes planejavam as rodas de leitura; identificar como avaliavam os conhecimentos das crianças em relação à compreensão leitora; observar o tempo destinado ao trabalho de leitura nas rodas de leitura; e mapear os recursos utilizados nas vivências das rodas de leitura. Desse modo, utilizamos como aporte teórico Solé (1998) e Brandão (2005), o que nos auxiliou na compreensão da importância do trabalho literário nas rodas de leitura nos anos finais da educação infantil, assim como na compreensão das especificidades desses momentos na rotina das professoras, além da ação mediadora com ênfase no fomento à compreensão leitora das crianças. A metodologia utilizada é de caráter qualitativo, inspirada no estudo de caso. Para a coleta de dados, foram utilizados os seguintes instrumentos metodológicos: o questionário, a observação e a entrevista semiestruturada. Na definição das categorias de análise, utilizamos a análise de conteúdo na perspectiva de Bardin (1977), que propiciou o entendimento sobre o trabalho desenvolvido pelas professoras que objetivavam um compromisso relevante com o desenvolvimento da compreensão leitora, como também a concepção da importância das rodas de leitura na construção leitora das crianças. Mesmo as professoras compreendendo a importância das rodas, identificamos a necessidade de se repensar a abordagem adotada no planejamento das rodas de leitura, descentralizando as rodas das temáticas curriculares ou da didatização. Diante dessa situação, constatou-se também a carência de um acervo diversificado nas duas instituições de ensino pesquisadas, assim como a necessidade de as rodas de leitura acontecerem de forma sistemática na rotina da educação infantil.
