Which is a device of the National Humanization Policy that guarantees universal access, information, resolution, referral and construction of bonds between users and professionals of the SUS, in the family strategy of primary care. Aimed at the care of children and adolescents affected by Type 1 Diabetes Mellitus in family health units in the urban area of the Municipality of Serra Talhada, Pernambuco. Given this fact, it is necessary to discuss, analyze and propose improvements in reception, which is considered as one of the main actors of dignified treatment for these children and adolescents by health professionals and thus offer quality services to these users, following the principles of the Unified Health System and in accordance with the National Humanization Policy. It was established as a general objective, to implement or improve humanized care as a support in the Family Health Strategy (ESF). Methodologically, the study is characterized as a qualitative, descriptive and exploratory research. The objective was to know the reality of the reception practice in the Family Health Units in the municipality. The participants of this study were the nurses of the USF`s and tutors of children and adolescents in the urban area of the municipality of Serra Talhada/PE. The results obtained indicate that the practice of reception is deficient and some of them are disconnected from the precepts that guide the reception and humanization of care for users.Item Aquisição de bens comuns por meio de pregão eletrônico: uma análise no Município de Taquaritinga do Norte – PE(2022-09-22) Costa, Viviane de Paula Vilarim; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/3634296387933433Any and all acquisition of goods and/or contracting of services must be through a bidding process, aiming at the search for the most advantageous proposal for the Public Administration. If the object to be bid is classified as a good of a common nature, the bidding modality will be the Trading, in its electronic form. The present work has as general objective to evaluate if the process of acquisition of common goods through the Electronic Trading in the Municipal Health Fund of Taquaritinga do Norte - PE is efficient. To this end, the specifics that led to the survey carried out during the years 2020 and 2021 were defined, as well as the definition of criteria for measuring a possible efficiency obtained in the 25 electronic auctions analyzed. Methodologically, a document analysis was used, collecting data and results obtained through the guiding criteria of this research, which were: celerity and economy. It was observed that the highest percentages of savings found were recorded in 2021 and that the average term of the internal phase of the trading sessions was also reduced. In this way, the aspect identified as a relevant influencer for the efficiency of purchases in the Municipal Health Fund was: the training that is essential for hiring based on advantages, avoiding damages to the public treasury and consequently to the population, in view of the everyday updates such as the implementation of the New Bidding Law. This work will add as another source of research among the few works carried out in the area of public administration, specifically in the theme of bidding, directed to small municipalities.Item Dificuldades e anseios: um olhar para a população LGBTQIA+ no município de Afogados da Ingazeira(2022-09-19) Alves, Decivânia da Silva; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/7581893042795336This research aims to identify the difficulties and demands of the LGBTQIA+ population over 18 years old in the municipality of Afogados da Ingazeira in the year 2022, based on an analysis of the social and economic reality of these people, with active listening and production of statistical data obtained. Through the application of a semi-open form. We sought to identify existing public policies and actions aimed at this population at the municipal level and, based on the data obtained, specific public policies in the area of health and against LGBTphobia were suggested. The theoretical framework included discussions about the LGBTQIA+ Movement in Brazil, addressing its history and evolution, as well as the main rights achieved at federal and state levels. Concepts related to gender identity, sexual orientation and the meaning of the letters that make up the acronym were also presented, followed by an approach on the use of indicators by municipal management, as well as the relevance and difficulties regarding the implementation of public policies aimed at the LGBTQIA+ population municipal level. The methodological procedures adopted consisted in the application of an online questionnaire, semi-open in Snowball format, with ten closed questions and four open questions, which reached 29 people from the LGBTQIA+ community in the municipality of Afogados da Ingazeira. An interview was also carried out with the assistant secretary of social assistance and complementary information was sought with a representative of the Municipal Secretary of Education and another of the Municipal Secretary of Health. The data obtained indicate that the target audience of this research is not aware of several rights already acquired, also having demands that needs to be carried out, and the municipal management is moving towards developing the first public policies aimed at LGBTQIA+ people from Afogados da Ingazeira. Based on the discussions presented, it is considered that this research contributed not only to generate data on the LGBTQIA+ population of Afogados da Ingazeira, but to give them visibility and list their main demands, being able to serve as a subsidy for the elaboration of public policies directed to this population, which lives in a constant struggle for the end of discrimination, equality, respect and a better quality of life.Item A Nova Lei de Licitações: uma abordagem ao princípio do planejamento como procedimento fundamental à fase preparatória do pregão eletrônico no município de Recife/PE(2022-10-06) Borba, Monica Barcellos; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/0886291638757448The New Bidding Law has expressly brought the principle of planning in public procurement. In this sense, the present work aims to analyze the planning of public procurement in the municipality of Recife, through the Planning, Management and Digital Transformation Secretary, from a data collection of the bidding processes, in the electronic trading modality, during the year of 2021, besides conducting bibliographic researches. The theoretical framework included discussions about the importance of planning instruments such as the annual hiring plan, preliminary technical study, the reference term, and the risk mapping of the contracts. The search performed through data collection identified that only half of the bids made were effectively homologate. Based on the results presented, it is considered that the present study contributes to show the importance of the principle of planning, and the implementation of these tools when using the new legislation, in the bidding processes of the City of Recife/PE.Item Políticas públicas de contratações sustentáveis: um estudo de caso na Prefeitura Municipal de Lagoa dos Gatos/PE(2022-09-28) Silva, Maria Adeilda da; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/8583679167314547The present work aims to analyze the bids carried out, through the electronic trading modality, in the municipality of Lagoa dos Gatos/PE, from a new panorama introduced by the global awareness of the need to preserve the environment. As a specific objective, it presents the following points: To verify the use of sustainable criteria in the bidding processes in the city hall of Lagoa dos Gatos/PE; identify the main obstacles in public administration for the promotion of sustainable bidding; and encourage innovation and sustainable municipal development. In the elaboration of this work, 6 interviews were collected and 38 electronic trading sessions were analyzed, carried out in the year 2021. The methodology used was the case study, with document analysis and interview analysis. The main obstacles found in the studied municipality, for the adoption of sustainable criteria in its bidding notices, were the lack of training of the servers responsible for preparing the Terms of Reference and conducting the process itself, and the prevalence of the economic criterion in relation to the criteria within the municipal public administration lagoagatense. From this study, the main difficulties are observed and possible solutions are presented so that the municipality of Lagoa dos Gatos / PE can safely and efficiently carry out sustainable bidding.Item Publicação dos editais de licitação como fator de transparência das licitações municipais(2022-10-05) Barreto, Inoan da Silva; Alexandre, Rodrigo Danniel da Silva; http://lattes.cnpq.br/3855895703137244; http://lattes.cnpq.br/0729138086206936This research aimed to verify the publication of public notices in the prefectures of Palmares and Belo Jardim between 2020 and 2021. Data collection was carried out through research on the websites of the transparency of the prefectures of Palmares and Belo Jardim between 2020 and 2021. The results show that both the city hall of Palmares and Belo Jardim publish the notices with attachments to the notices. It is worth mentioning that when the public notices are not available on the city hall's own portal, it is because they make them available in the form of electronic bidding on other shopping sites. In the form of face-to-face trading or price taking, when not available, they can be requested by e-mail or at the city hall. In this way, city halls are able to be agile and it is noted that they make public notices available in a timely manner. The research also found that there is a government platform PNCP, the National Contracts Portal, so that city halls can make public notices available and thus facilitate access for bidders.
