Item Análise descritiva do montante de contratações do PRONAF realizados pelo Banco do Nordeste do Brasil, agência Serra Talhada - PE, no período de 2010 a 2018(2019) Amaral, Maciel Batista do; Santos, Loraine Menêses dos; http://lattes.cnpq.br/4166590770317390The purpose of this work is to provide a quantitative descriptive analysis of the amount of contracting under the PRONAF (National Program for Strengthening Family Agriculture) carried out by the Bank of the Northeast of Brazil, in the municipalities covered by the Serra Talhada Agency in the period from 2010 to 2018, through data available on the bank's own website. Additionally, analyzing the inter-municipal oscillations throughout the period, comparing with the volume of hirings by the Program, in the state of Pernambuco and in all the coverage of the bank. As a main result, it was verified that the Serra Talhada Agency - PE was responsible for more than R $ 110 million of PRONAF hiring in the period, an average of 4.44% of the total of Pernambuco, showing its important relevance in the application of the Program. The analysis by municipalities showed a positive relation between rural population size and territorial extension with the volume of contracting, being Serra Talhada and São José do Belmonte the largest contractors of the period. Finally, the study of hiring by groups highlighted the importance of the small family farmer, since, even in the lowest income bracket (gross annual family income of up to R $ 23,000.00), PRONAF Group "B" was responsible for more of the hiring of the period.Item Crédito rural para a agricultura familiar: estratégias para facilitar o acesso ao PRONAF no Nordeste brasileiro(2021-12-17) Menezes, Julian Lopes; Oliveira, Isabel Cristina Pereira de; http://lattes.cnpq.br/4745142041015422This paper presents a historical overview of rural credit in Brazil from the coffee period (Old Republic) to the strengthening of the term family farming in the 1990s. Then, the history of family farming and its dispute for rural credit with large producers is analyzed. From the second half of the 1990s onwards, the creation of PRONAF as a program aimed at family farming was explored due to its relevance in the country's economy, mainly in the development of the domestic food market. The main goal of this work is to enable the transmission of information about the program and thus enable an increase in the volume of credit accessed by family rural producers in the Northeast due to the great concentration of resources in the South and Southeast regions between 1999 and 2019. Based on collected data, this concentration in these two regions is confirmed and as a practical guide could contribute socially to minimize this great inequality. To measure the concentration of resources in the south and southeast of the country, data on PRONAF will be used, such as the number of contracts and amounts released. After showing the concentration and some possible reasons, we will bring a practical guide that can be guided to access the program.Item Evolução na concessão de crédito do PRONAF para o produtor rural: um estudo de caso em São Joaquim do Monte/PE(2022-05-30) Lucena, João Paulo de Figueiredo; Oliveira, Isabel Cristina Pereira de; http://lattes.cnpq.br/4745142041015422The present study analyzed the evolution in the granting of rural credit, more specifically, the PRONAF for small rural producers in Sao Joaquim do Monte - PE, between the years 2013 to 2019, as well as the evolution of the municipal PIB with emphasis on the sector agricultural in the same period, in addition to identifying some impeditive factors for the granting of credit. The study was based on a mixed survey, covering primary and secondary data, using field research and bibliographic research. Assuming that there was an increase in rural credit and an economic growth in the agricultural sector, the present study covered some aspects and came to the conclusion that rural credit applied correctly and in a targeted way can result in economic growth and increased wealth.Item Política de crédito rural e agricultura familiar no sertão do pajeú-pe: análise a partir dos dados censo agropecuário de 2017(2022-10-07) Santos, Luciene de Lima; Souza, Patrícia Ribeiro de; http://lattes.cnpq.br/7515103658189588; http://lattes.cnpq.br/8934430454066446A atividade agropecuária se consolidou como um dos principais setores econômicos do país, sobretudo na região Nordeste, onde há forte presença da agricultura familiar. O crédito rural é a principal fonte de incentivo para essa atividade, sendo o PRONAF um programa de destaque, por atender os pequenos agricultores nas modalidades de crédito para investimento, custeio, comercialização e manutenção. O objetivo geral deste trabalho consistiu em analisar os instrumentos de crédito rural utilizados pelos estabelecimentos da agricultura familiar da microrregião do Sertão do Pajeú – PE, através dos dados do Censo Agropecuário de 2017. A metodologia incidiu no mapeamento dos 17 municípios da microrregião, onde os dados do censo foram coletados, tabulados, organizados em gráficos via o programa Excel 2010 e analisados de forma descritiva. Como resultados obtidos, os estabelecimentos agropecuários que mais contrataram o crédito, obtiveram um resultado positivo os quais foram os municípios de: Serra Talhada, Flores, Tabira, Afogados da Ingazeira, Carnaíba e São José do Egito, possuindo uma maior quantidade de estabelecimentos com produção e com pequena parte voltada à comercialização. Entre as modalidades, a de investimento foi a mais utilizada por todos os municípios, revelando um foco maior para a realização de melhorias na infraestrutura do local, na compra de equipamentos e de animais. Por outro lado, a modalidade de comercialização é a menos utilizada por esses estabelecimentos, indicando que encontram dificuldades para destinar sua produção ao mercado local e regional. Apesar disso, a abrangência do crédito rural ainda é muito baixa pelos estabelecimentos agropecuários da agricultura familiar da microrregião e no geral, a principal finalidade da produção dos estabelecimentos é voltada para a própria subsistência. Sendo assim, o crédito possui grande importância para o desenvolvimento da atividade agropecuária, contudo é necessário melhorias e acompanhamento dos agricultores contratantes, a fim de romper barreiras para maior efetividade e amplitude de acesso ao crédito rural.Item Proposta de melhoria para o processo de concessão de crédito rural em uma agência bancária(2021-03-02) Santana, Lucinaldo Nogueira; Bilar, Alexsandro Bezerra Correia; http://lattes.cnpq.br/4369592935630639; http://lattes.cnpq.br/2548027982061620This article presents an improvement proposal for the credit granting process of a bank branch. The rural credit concession service is important to foster the local economy, especially in northeastern municipalities. But often, there is too much bureaucracy in providing this service, reducing its efficiency. In this context, the following research question was asked: how to make the process of granting rural credit from a bank branch, specialized in promoting regional development, located in Serra Talhada-PE, more efficient? In view of this inquiry, the general objective of this research was to analyze and propose improvements to the current rural credit process of a regional development banking agency in Serra Talhada/PE and as specific objectives: a) to verify how activities involving the granting of rural credit are carried out; b) identify the points that need improvement in the process; c) propose measures to optimize and provide higher quality to the service offered. A qualitative research was carried out, characterized as a case study. The techniques of direct observation and semi-structured interviews for data collection were used. The results showed that the 4 process under analysis has the following stages: registration, credit application, hiring, disbursement and filing, and excessive bureaucratic procedures were found. It was concluded that the reformulation in the flow of activities, mainly in reducing the amount of credit instrument (CI) routes can increase the efficiency of this process without causing further losses.
