The New Bidding Law has expressly brought the principle of planning in public procurement. In this sense, the present work aims to analyze the planning of public procurement in the municipality of Recife, through the Planning, Management and Digital Transformation Secretary, from a data collection of the bidding processes, in the electronic trading modality, during the year of 2021, besides conducting bibliographic researches. The theoretical framework included discussions about the importance of planning instruments such as the annual hiring plan, preliminary technical study, the reference term, and the risk mapping of the contracts. The search performed through data collection identified that only half of the bids made were effectively homologate. Based on the results presented, it is considered that the present study contributes to show the importance of the principle of planning, and the implementation of these tools when using the new legislation, in the bidding processes of the City of Recife/PE.
