Análise da Secretaria de Assistência Social da Prefeitura do Recife de 2020 a 2024

O estudo analisa a aplicação e o impacto das políticas públicas da Secretaria de Assistência Social da Prefeitura do Recife entre 2020 e 2024, focando em indicadores de desempenho e resultados. Os objetivos incluem avaliar os programas Bolsa Família e Capacitação Profissional, identificar desafios como restrição orçamentária e capacitação de servidores, e comparar com dados anteriores. O período foi desafiador devido à pandemia de Covid-19, que exigia respostas rápidas. Com cerca de 50% das famílias em Recife vivendo em pobreza, a necessidade de políticas públicas eficazes é clara. O Programa Bolsa Família, regido pela Lei n° 14.601 de 2023, foi crucial durante a pandemia, embora o número de beneficiários tenha caído para 145.281 em julho de 2024, devido a mudanças nos critérios de elegibilidade e melhorias econômicas. A análise dos benefícios do programa mostra esforços para adaptar o suporte, enquanto iniciativas como o Gás de Cozinha e o Projeto Qualifica nas Comunidades ampliam as estratégias de apoio. O estudo enfrenta limitações, como inconsistência de dados e o impacto da pandemia. Futuras pesquisas devem avaliar o impacto longitudinal, critérios de elegibilidade, eficácia administrativa e participação comunitária, visando aprimorar as políticas públicas de assistência social.
Assistência social e o Benefício de Prestação Continuada (BPC): analisando as condições dos beneficiários

This research aims to analyze the living conditions of 05 (five) users of the Continuous Cash Benefit in the city of Ribeirão/PE. The benefit was provided for in the Federal Constitution of 1988 and regulated by the Organic Law of Social Assistance – LOAS. This social security benefit consists of the transfer of a current minimum wage to elderly people and people with disabilities, whose families meet the criteria established by law. Through the qualitative study, we sought to understand and critically examine the reality of the lives of its beneficiaries. Therefore, it was necessary to scrutinize the profile of users, as well as their socio-economic characterization, identifying the results of social policy, checking the perception (income, consumption, between others) of the beneficiaries regarding the Continuous Cash Benefit. The results obtained reveal their precarious living conditions and show how these recipients see this public policy of social assistance existing in the country. The present study was developed, mainly, through bibliographic examination, with prevalence of deductive reasoning. It also included the analysis of 05 (five) cases, which was framed as a qualitative document with a view to examining aspects of the subjectivity of the participating subjects, this research also used data collection in interviews, in order to facilitate a detailed understanding of the recipients' beliefs, feelings, attitudes and values of the Continuous Cash Benefit.
Desenvolvimento e validação do módulo de gestão de usuários do SysAPAE

The Association of Parents and Friends of the Exceptional (APAE) is a social organization, whose main aim is to promote integral care for people with intellectual disabilities, and multiple. To meet users’ needs, the association is organized into four main areas: health, social assistance,financial and pedagogical. With this, a great amount of information is generated at all timesand much of this information are shared between these areas of the association. In interviewswith employees and volunteers of the APAE, it was noticed that the current management of user information, mostly done manually, makes it difficult to handle and share essential data among the APAE sectors. Besides that, to search for specific characteristics of the user or to know whichuser has already been answered, or is scheduled the attendance is impracticable, since for thisit would have to check manually all the fiches of the users. Considering the problem faced bythe association, this work has as general aim to develop a module to automate the processes ofmanagement of the social assistance area of the APAE of Serra Talhada-PE. The developmentof the solution, called SysAPAE, is divided into three stages. The first stage consists of thedefinition of the problem, where it was necessary to conduct a semi-structured interview with the employees about the processes they carry out in the APAE. The validation of these processes wasdone through the elaboration and validation of a diagram of the processes of the organization.The second stage consists of the development of the solution, the definition of the requirements,validation of the requirements, through the elaboration and validation of diagrams, as well asthe implementation and implantation of the system. The last step is to evaluate the solutionregarding its usability and satisfaction, in order to identify the improvements that the system hasbrought to the management and discover what to perfect in the system. With the validation ofthe system it was seen that the system was approved regarding the usability and satisfaction test.The social work team has proven that the system makes it possible to work with the informationof the APAE users, as well, to allow an environment of cooperation between the areas of theorganization and that the system improves the efficiency of the processes.

O presente trabalho foi estruturado dando ênfase à trajetória de carreira do gestor e de sua influência na sua vida profissional, com foco na atuação para as unidades de Assistência Social. Busca-se relacionar percepção de limites e perspectivas que o gestor enfrenta com sua trajetória dentro do espaço em que ele está inserido. A pesquisa tem como principal objetivo relacionar a trajetória de carreira do gestor e sua percepção diante os desafios e facilitadores que estão presentes em seu cotidiano, retratando sua realidade através do núcleo de Assistência Social do Município de Limoeiro-PE. A pesquisa inicialmente explora dados bibliográficos sobre gestão, se caracteriza por ser descritiva e qualitativa, com abordagem exploratória, tendo inicialmente a observação como perspectiva de análise de dados trazendo através de entrevista semiestruturada utilizando a estratégia de pesquisa de história de vida, captando a realidade sob a ótica do gestor, e assim trazer avaliações baseadas nas informações expressa por ele, correlacionadas com autores que trazem relevância com o tema. O resgate histórico foi de importante análise para entender a trajetória de um gestor e de como sua atuação se delineia sob os dias atuais, assim se fez entender como as inserções das políticas públicas e das redes de apoio em articulação junto à equipe de profissionais procuram alcançar seu objetivo, com reforço e efetivação, para alcançar pontos positivos.
A Participação Social dentro da Gestão Pública: Um estudo com os coordenadores dos CRAS e CREAS do município de Pesqueira-PE

This study aims to understand how the insertion of social participation cancontribute to the construction of effective and democratic public management by analyzing the concept of social participation, describing the practices, evaluating the mechanisms and their applicability, and investigating the challenges faced from the point of view of the managers who act as coordinators in the Reference Center for Social Assistance (CRAS) and the Specialized Reference Center for Social Assistance (CREAS) in the municipality of Pesqueira-PE. The theoretical framework included discussions about social participation in public management and in the state public units of the Unified Social Assistance System (SUAS): CRAS and CREAS. The methodological procedures adopted consisted of bibliographic research, with an exploratory, qualitative approach and interviews with the coordinators of the CRAS and CREAS social welfare units in Pesqueira-PE. The data obtained indicate that social participation can influence the acts of a management, expanding its possibilities of access to public services, contributing to an effective implementation of programs, services, projects and social benefits. Based on the results and discussions, the understanding of social participation is considered to be a process of living and building, intrinsically inserted in everyday life, and a tool for the population to achieve efficiency and quality in public management. In this way, CREAS and CRAS act as the presence of the State in public spaces with the participation of civil society, facilitating citizens' access to the social welfare public policy, aiming at the constant stimulation of the users' protagonism, of their potentialities, with a focus on the empowerment of their rights.
Políticas de assistência estudantil como instrumentos para evitar a evasão escolar

A evasão escolar é um tema importante dentro das políticas de educação porque tem relação direta com o nível de escolaridade dos indivíduos, o que, por sua vez, está diretamente relacionado ao desenvolvimento humano e sustentável dos territórios. No Brasil, diferentes políticas de assistência estudantil estão ativas visando diminuir os níveis de evasão nas escolas. Tais políticas tem recortes de viabilidade por grupos sociodemográficos historicamente vulnerabilizados, a exemplo de raça, territórios, gênero e classe econômica. Neste artigo, em formato de ensaio, faz-se um apanhado dos principais motivos para evasão escolar encontrados na literatura e das principais políticas de assistência social que contribuem com a manutenção dos estudantes na escola. Em seguida, é discutido para onde podemos caminhar com as políticas de assistência estudantil para minimizar as causas evitáveis de evasão escolar e, consequentemente, melhorar os níveis de escolaridade e as condições de vida da população.
