It also seeks to understand the process of elaboration and implementation of educational projects in the schools of the municipality, as well as to describe the purposes and characteristics of the Se Liga program of the Ayrton Senna Institute (IAS). It is also verified the results obtained by the students, inserted in the mentioned program, in the defined period for the study, from the understanding of the teachers involved directly with the program. To achieve the proposed objectives, the qualitative research began with the exploratory phase, seizing information through documentary analysis on educational public politics implemented by the executive power of the municipality of Recife, legal frameworks and regulation and enforcement of the Se Liga program. Observations were made of the teaching pedagogical practice when using the Se Liga program; and semi-structured interviews with those involved in the program. Discourse Analysis is used as a methodology for treating the information learned from the research. Among the results found with the research it was verified in the process of elaboration and implementation of the Se Liga program, the lack of public and previous debate for the acceptance of the same as recommended by the law nº 11.079 / 2004, likewise within the schools there is not a deliberative, democratic and collective decision making with the school community for adherence and implementation of the program in schools. It was also possible to verify with the research that the expected result with the program in the two schools researched does not correspond to the purposes of the program, besides interfering in the school space and conditioning the school management according to the business management model.
