Item Avaliação do crescimento de Leucena leucocepnala (Lam) de wit., em solos do agreste de Pernambuco(1998) Silva, José Antônio Aleixo da; Meunier, Isabelle Maria Jacqueline; Passos, Marco Antonio Amaral; Ferraz, IvanEste trabalho teve como principal objetivo verificar a influência de diferentes fontes de adubação em Leucaena leucocephaia em solos do agreste de Pernambuco. Foram testadas inoculações com estirpes de Rhlzoblum, e adubação com uréia, fósforo e composto orgânico aplicados na fase de produção de mudas. Medições de crescimento em altura das plantas foram realizadas no campo em diferentes épocas. O composto orgânico foi o único que provocou diferenças significativas no crescimento em todas as épocas consideradas.Item ICMS Ecológico nas políticas ambientais estaduais(2019-11-28) Costa, Pétala Carvalho Ferreira da; Meunier, Isabelle Maria Jacqueline; http://lattes.cnpq.br/9202793669201466; http://lattes.cnpq.br/3783863960336698It was analyzed how the Brazilian states adopt the ICMS Ecológico, mainly in relation to the criterion of Unidades de Conservação and evaluated how this instrument is being used in Pernambuco. For this, we used documentary and bibliographic research and analysis of statistical data. Different forms of allocation, methodologies and requirements adopted by the states were found, which in most cases do not adopt qualitative criteria for Unidades de Conservação. Named ICMS Socioambiental de Pernambuco for adopting environmental and social criteria, it was found that the management category Área de Proteção Ambiental (APA) allows greater transfer of resources compared to other categories because it has larger areas and Itamaracá is the municipality that collects more in Unidades de Conservação function. Analyze the problems that affect the alocation of resources or the status odopted to obtain qualitative, as well as the influence of ICMS Socioambiental on municipal management.Item Política Estadual de Mudanças Climáticas: instrumentos, resultados e interação com questões florestais(2022-10-10) Caetano, Matheus Braga Cordeiro; Meunier, Isabelle Maria Jacqueline; http://lattes.cnpq.br/9202793669201466; http://lattes.cnpq.br/4973571977743177The climate changes that the planet has been facing are the result of the intensification of the so-called greenhouse effect. In this sense, countries have signed agreements, establishing measures that those involved must adopt to define mitigation and adaptation strategies. Forests play an important role in mitigation, as they act as atmospheric carbon sinks, and it is essential that conservation strategies and expansion of forested areas are settled. Brazil and its states have been developing their national and local coping strategies. This work aims at describing public policies on climate change in the state of Pernambuco, in order to identify the main legal frameworks that provide the basis for confronting climate change in the region. Moreover, this paper analyzes the points of interaction of climate policies and measures for conservation and reforestation, identifying their results and stages of implementation and which projects have been executed or are in progress linked to the forest area that contribute to mitigating the effects of climate change. Qualitative research was developed based on bibliographic research, official documents and interviews. The state of Pernambuco has its state climate policy and instruments such as the State Plan for Climate Change (PEMC/PE) and the Pernambuco Decarbonization State Plan (PDPE) in addition to other policies that have programmatic coherence. It was identified that, for the forestry sector, the plans establish goals aimed at conservation and reforestation. Of the objectives for the forestry sector of the PEMC/PE, only the expansion of 22 conservation units could be verified. Mechanisms such as Payment for Environmental Services (PSA) and Reduction of Emissions from Deforestation and Degradation (REDD), proposed as options for the sector, were not proven successful, with no projects being developed over the twelve years of climate policy due to the lack of financial support for project development. There are only two programs under development in Pernambuco that can contribute to the mitigation strategy, but they are still in the implementation phase. The absence of implementation verification mechanisms, lack of financial support for policy implementation and low institutional coordination constitute major barriers to advancing climate policy and to mitigation by conservation and reforestation.Item Políticas públicas de concessão e manejo florestal: um estudo de caso comparativo entre o estado do Pará (Brasil) e New Brunswick (Canadá)(2019-12-06) Santos, Jessé Moura dos; Meunier, Isabelle Maria Jacqueline; Pessoa, Mayara Maria de Lima; http://lattes.cnpq.br/4721886920195910; http://lattes.cnpq.br/9202793669201466; http://lattes.cnpq.br/7514780859694526The objective of this study was to describe the concession and management public policies of Brazil and Canada, to identify similarities and differences between them that may help in identifying problems in the concession management of Brazilian public forests. Descriptions of the forest policy of the province of New Brunswick and Pará were made through bibliographic and documentary research, consulting laws, rules, regulations and official websites, in order to identify those responsible for forest management, the instruments and criteria adopted in the management of natural forests, in order to establish comparisons with the procedures in force in Brazil for public forests. New Brunswick was chosen for comparison because it is the province with the highest percentage of forest area in Canada and because the forest sector is the province's largest industry and the state of Pará was chosen because it is the Brazilian state with the largest number of concessions in Brazil. The Canadian concession system is realized through contracts between companies and the provincial government, which is responsible for managing the province's concessional public forests, but companies are chosen through agreements without fair and competitive selection. In Brazil, the concession contracts are made through bidding where there is a contractual direction, different from the Canadian contract, which allows greater private autonomy. However, the elaboration of the New Brunswick management plan has greater complexity, which involves a larger structuring of planning and includes more specific faunal and ecological aspects. In the sustainable forest management plans of the Brazilian concessions, even considering the reduced impact method, there is no definition of management-related ecosystem principles and values as there is in New Brunswick. Concerning the sustainability of forest management in public lands under concession in Brazil, there is an imminent need for further investment in research directed at forest management and restructuring of public policies based on such research. Furthermore, even with a difficulty linked to the determination of future objectives in tropical forests, there is a need to define these objectives, in an attempt to guarantee the minimum of social, environmental and economic sustainability, in addition to updating the objectives in defined periods, resembling the adaptive management.Item Programas de Educação Ambiental em Planos Básicos Ambientais em Pernambuco(2023-09-15) Brito, Thalyta Souza; Meunier, Isabelle Maria Jacqueline; http://lattes.cnpq.br/9202793669201466; http://lattes.cnpq.br/7962443506502096This work aimed to describe and characterize the Environmental Education Programs (EEP) that are part of the Basic Environmental Plans (BEP) of environmental studies presented in licensing processes related to undertakings and civil construction works in Pernambuco. The electronic portal of the State Agency for the Environment - SAE provides access to projects, from which the study reports containing the Basic Environmental Plans (BEP) proposed in the period from 2011 to 2021 were selected. civil construction, with special attention to proposals for Environmental Education Programs (EEP). In the analyzed period, there are one hundred and fifty-one processes presented on the SEA website, but only civil construction projects that required an Environmental Impact Study and Environmental Impact Report were developed. A matrix with indicators related to execution and performance was developed for the analysis of EEP proposals. It was identified that most of the projects, which presented at least regular quality, were beneficial for water resources. A portion of 73%, of a total of twenty-six projects developed by the enterprises, presented EEP in their planning. When they exist, the actions of the EEP related to works and civil construction projects in Pernambuco were considered generic and with few contributions to the local community.
